About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin intends to solicit Infrastructure Operations Franchise Fund Support Services across four distinct domains via Multiple Award Task Order Contract (MATOC), with an RFI response deadline of February 13, 2026. The planned acquisition will consolidate eight previously separate contracts into single task orders and utilize GSA Multiple Award Schedule (MAS) and GSA Alliant 2 as best-in-class vehicles across fiscal years 2026 and 2027.
The four service domains are Application Hosting Compute & Storage; Application Services; Datacenter Facility Operations; and Infrastructure Engineering & Operations. Primary performance locations include Austin, TX; Hines, IL; Philadelphia, PA; Falling Waters, WV; and Quantico, VA, with additional regional and remote sites as required. Work shall be performed during VA business hours (8:00 AM Eastern through 4:30 PM Pacific Time), with 24/7/365 coverage required for certain datacenter operations and emergency support functions.
Each domain carries a 12-month base period with four optional 12-month extensions (60 months total). Service requirements include 99.9% to 99.982% uptime SLAs across infrastructure domains; patch and vulnerability management with critical vulnerabilities remediated within 15–30 days; disaster recovery testing with defined RTO/RPO compliance; and adherence to NIST SP 800-53 Rev. 5, DISA STIGs, and Zero Trust security principles. The Application Hosting domain requires management of 2,200–3,500 virtual machines across 200–300 physical hosts; the Application Services domain requires support for approximately 600,000 internal users and 3 million external veteran users across 1,000+ integrated systems; and Datacenter Facility Operations requires Tier III data center standards compliance at two enterprise data centers.
An Organizational Conflict of Interest restriction applies: the awardee of the Infrastructure Engineering & Operations task order will be prohibited from competing on the remaining five task orders. The Government is currently conducting market research via RFI to validate draft Performance Work Statements, assess industry capability and capacity, understand socioeconomic composition of potential offerors, and identify risks prior to formal RFP issuance. Consolidation of Datacenter Facility Operations has been submitted to the Senior Procurement Executive for approval, with affected small business incumbents invited to contact SBA Procurement Center Representative Tony Owens at 848-377-5233 or tony.owens2@va.gov.
