About this file
This is a presolicitation amendment notifying potential vendors of the Government's acquisition strategy for six planned task orders across Fiscal Years 2026 and 2027. The agency intends to utilize GSA Multiple Award Schedule (MAS) and GSA Alliant 2 as Best-in-Class contract vehicles in accordance with OMB Memorandum M-19-13. The six anticipated task orders are: (1) Infrastructure Engineering & Operations (IE&O) on GSA MAS in FY 2026; (2) Identity, Credential, and Access Management (ICAM) on GSA MAS in FY 2026; (3) Datacenter Facility Operations (DFO) on GSA Alliant 2 in FY 2026; (4) Application Services (AS) on GSA MAS in FY 2027; (5) Application Hosting, Compute & Storage on GSA MAS in FY 2027; and (6) Mainframe Services (MS) on GSA Alliant 2 in FY 2027.
The amendment includes a consolidation notice for the Datacenter Facility Operations task order, which will consolidate eight previously separate contracts into a single task order. A written consolidation determination has been submitted to the Senior Procurement Executive for approval. Affected small business incumbents may contact SBA Procurement Center Representative Tony Owens at 848-377-5233 or tony.owens2@va.gov with consolidation questions. Additionally, an Organizational Conflict of Interest restriction applies: the awardee of the IE&O task order will be prohibited from competing on the remaining five task orders under this acquisition strategy, with specific OCI restrictions and mitigation requirements to be detailed in the IE&O solicitation.

Text version
This amendment is issued to notify all potential vendors of the Government's acquisition strategy. In accordance with FAR 7.102(a), agencies are required to conduct acquisition planning and perform market research for all acquisitions to ensure appropriate consideration of pre-existing contracts, including interagency and intra-agency contract vehicles, prior to awarding new contracts.
The GSA Multiple Award Schedule (MAS) and Alliant 2 are designated as Best-in-Class (BIC) contract vehicles, consistent with OMB Memorandum M-19-13, which directs agencies to leverage BIC solutions to reduce unaligned spending and increase efficiency in the acquisition of common goods and services.
After evaluating market research findings, the agency intends to post the related requirements to the following contract vehicles: GSA MAS and GSA Alliant 2. The Government anticipates issuing six individual task orders across Fiscal Years 2026 and 2027, as outlined below.

A written determination that this consolidation is necessary and justified has been prepared and submitted to the Senior Procurement Executive (SPE) for review and approval in accordance with FAR 7.107-1(b)(1).
