6. Industry Feedback Requested

Vendors are asked to provide feedback on:

Structuring Outcomes-Based IT Contracts

The Government seeks proven strategies for structuring IT contracts around outcomes rather than traditional service delivery models. How can contracts be designed to deliver measurable value to both the Government and offerors while promoting innovation, flexibility, and accountability? The Government is considering whether a single-award or multiple-award approach would better support its objectives. If the contract were to be split into multiple awards, what are the recommended strategies for:

• Dividing functional areas while maintaining integration and interoperability?

• Managing interdependencies between contractors to ensure seamless service delivery and accountability?

• Structuring performance metrics across multiple vendors to align with shared outcomes?

• Minimizing duplication of effort and ensuring cost-effectiveness in a multi-award environment?

Structuring Complex IT Infrastructure Requirements

VA’s infrastructure needs span multiple domains—including cloud and on-prem hosting, identity services, cybersecurity, data center operations, engineering, and operational support. What are the most effective methods for structuring these requirements to ensure integration, manageability, and performance accountability?

Defining and Measuring High-Value IT Outcomes

To support mission success, the Government must define IT outcomes that are meaningful, measurable, and aligned with strategic goals. What approaches or frameworks best support the identification and tracking of high-value outcomes across diverse infrastructure services?

Leveraging Innovation in Service Delivery

The Government is exploring opportunities to improve performance, scalability, and cost-effectiveness through innovation. What emerging technologies, automation strategies, or service delivery models should be considered to modernize infrastructure operations?

Establishing Effective Contractual Terms and Conditions

Clear roles, responsibilities, and performance expectations are critical to successful outcomes-based contracting. What contractual terms, conditions, or incentive mechanisms best support accountability, cost control, and continuous improvement?

The current baseline PWS is attached for review and comment from industry. The synopsis is the desired-to-be state of the organization and is not in its entirety applied to the baseline PWS provided. The VA is seeking industry’s assistance in making recommendations to ensure the desired state is best applied to future release PWS in an effort to focus on outcome-based performance and reduce scope that focuses on program project management.

7. Place of Performance

Services may be required at various Government-operated data centers, regional facilities, and remote/cloud environments.

Primary locations (subject to change) include:

• Austin, TX

• Hines, IL

• Philadelphia, PA

• Falling Waters, WV

• Quantico, VA

• Additional regional and remote sites as needed
