About this opportunity
The National Park Service Pacific West Region seeks replacement and installation of tires and tracks for heavy equipment at Death Valley National Park over a 120-calendar-day period from June 22 through October 20, 2026, with proposals due June 4, 2026. This is a 100% Total Small Business Set Aside (NAICS 811111, $9 million size standard).
Place of performance is Death Valley National Park at Cow Creek Service Road, CC50 in Death Valley, California, with administrative oversight at NPS Lake Mabo in Boulder City, Nevada. The scope covers removal and replacement of tires on eleven pieces of heavy equipment including wheel loaders, motor graders, backhoes, a skip loader, and an equipment trailer, plus rubber track replacement on a mini excavator. The contractor must provide all labor, certified Off-The-Road tire technicians, a DOT-compliant hydraulic boom truck with minimum 8,000-pound lift capacity, replacement tires and tracks, and all tools and consumables.
Technical specifications are equipment-specific and stringent: motor graders require radial tires with G2 or G3 tread; wheel loaders require bias-ply construction with L2, L3, or E3 tread; backhoes and skip loaders require R4 industrial rear tires with minimum 12-ply rating; the equipment trailer requires highway-rated radial tires meeting DOT and FMVSS standards; and the mini excavator requires OEM-sized rubber tracks with heat-resistant compounds. All tires must be new, first-quality, meeting or exceeding OEM specifications with heat-resistant compounds suitable for desert conditions exceeding 120°F. The contractor must comply with OSHA 29 CFR 1926 and 1910.177, ANSI/ASME B30.5, and ASTM F1921. Prior to commencing work, the contractor must submit tire submittals, boom truck certification, technician qualifications, and a site-specific Accident Prevention Plan. Project closeout requires completion reports with tire serial numbers and torque logs; a minimum 12-month warranty applies to all installed tires and tracks. Amendment 0001, effective June 4, removed the requirement for two rubber tracks for the CAT 305E2 and extended the closing date. Evaluation criteria are price, prior experience (three similar projects within five years with references), product features demonstrating SOW compliance, and past performance (three references from the past five years). The contract is firm fixed price, lump sum, awarded via Standard Form 1449. Prevailing wage applies under the Service Contract Act at WG-9 rate of $33.12 per hour plus 30% fringe benefits. The contractor must carry $1 million liability insurance per occurrence and submit invoices through the Invoice Processing Platform.
