About this file
This is a Statement of Work (SOW) for heavy equipment tire and track replacement services at Death Valley National Park over a 120-calendar-day performance period (approximately June 22, 2026 through October 20, 2026). The work covers removal and replacement of tires on eleven pieces of heavy equipment including wheel loaders, motor graders, backhoes, a skip loader, and an equipment trailer, plus rubber track replacement on a mini excavator. The Contractor must provide all labor, certified Off-The-Road (OTR) tire technicians, a DOT-compliant hydraulic boom truck with minimum 8,000-pound lift capacity, service vehicles, rigging and lifting equipment, replacement tires and tracks, consumables, personal protective equipment, and all necessary tools and transportation. Specific tire performance requirements are mandated for desert conditions exceeding 120°F ambient temperature, including new first-quality tires meeting or exceeding OEM specifications with heat-resistant compounds suitable for severe off-road applications, rock, sand, and abrasive terrain.
The SOW establishes strict technical specifications by equipment type: motor graders require radial tires with G2 or G3 tread classification; wheel loaders require bias-ply construction with L2, L3, or E3 tread; backhoes and skip loaders require R4 industrial tread rear tires with minimum 12-ply rating and I-3, F3, or R4 front tires with minimum 10-ply rating; the equipment trailer requires highway-rated radial tires with load range J or higher meeting DOT and FMVSS standards; and the mini excavator requires OEM-sized rubber tracks with heat-resistant compounds and reinforced steel cord construction. The Contractor must comply with OSHA 29 CFR 1926 and 1910.177, ANSI/ASME B30.5, ASTM F1921, and equipment manufacturer OEM service manuals. Prior to commencing work, the Contractor must submit tire submittals for Contracting Officer's Representative (COR) approval, boom truck annual inspection certification, technician qualifications, calibration certificates, and a site-specific Accident Prevention Plan including heat illness prevention measures, emergency evacuation procedures, and weekly toolbox safety meetings. Project closeout requires completion reports with tire serial numbers by unit and wheel position, spare tire retention logs, torque logs, track tension documentation, and disposal manifests for all removed tires, with a minimum 12-month warranty on all installed tires and tracks.

DIVISION 01 – GENERAL REQUIREMENTS / STATEMENT OF WORK
Section 01 10 00 – Division 1 Short Form General Requirements
Project Title: Heavy Equipment Tire and Track Replacement Services Location: Death Valley National Park – Various Maintenance Facilities and Remote Field Locations Prepared By: Jason Lieber Date: 03/18/26

DIVISION 1 – SHORT FORM GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 – DESCRIPTION OF WORK
1.1 Background
Death Valley National Park operates heavy construction and maintenance equipment in one of the most extreme desert environments in North America. Equipment is subjected to sustained ambient temperatures exceeding 120°F, severe ultraviolet exposure, abrasive sand, sharp volcanic aggregate, alkaline dust, and remote off-road terrain. These conditions significantly accelerate tire wear, including tread separation, sidewall cracking, bead fatigue, ply separation, chunking, and carcass degradation. Rubber tracks are similarly impacted by elevated ground temperatures and abrasive fines.
This contract establishes a comprehensive on-site heavy equipment tire and rubber track replacement service utilizing a DOT-compliant heavy-duty boom truck and certified OTR (Off-The-Road) tire technicians.
