The procurement is a 100% total small business set-aside.
Place of performance is Silverdale, Washington. Work runs from August 3, 2026 through August 2, 2027, with two one-year option periods. Most work occurs at the contractor's facility with SDSF personnel transporting operable vehicles; inoperable vehicles require on-site work at SDSF. Normal operating hours are Monday through Friday, 0700–1700 hours, excluding federal holidays, with written approval required for work outside these hours.
Technicians must hold ASE Medium-Heavy Truck certification, ASE Master Technician Status, EPA Section 609, or FMCSA Brake Inspector certification, plus at least one year of material handling vehicle maintenance experience. Contractor personnel must possess a REAL ID, proof of U.S. citizenship, and eligibility to obtain a Base Authorization and Visit Request badge.
Evaluation factors in no order of relative importance are technical capability including delivery date, contractor proximity to SDSF per PWS section 2.2, preventive maintenance checklists per PWS section 3.2, price, and past performance. The NAICS code is 811111 (General Automotive Repair) with a $9 million size standard. Vehicle maintenance services are exempt from Service Contract Labor Standards per FAR 52.222-52 and 52.222-53.
