About this opportunity

The Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT), a component of the Department of the Navy, published this Special Notice on January 16, 2026, to announce an Industry Day event for the 2026 Barracks Repair by Replacement Initiative. The event was held on January 28, 2026, at the Courtyard Marriott in Jacksonville, North Carolina, with check-in beginning at 8:30 AM. The Special Notice invites both prime contractors and subcontractors to participate in a Design-Build (DB) solicitation program for Bachelor Enlisted Quarters construction across multiple Marine Corps installations. NAVFAC MIDLANT organized the Industry Day to provide contractors with a comprehensive program overview, discuss project scope and procurement strategy, answer questions, and collect industry feedback. The event was limited to the first 200 registered participants.

The initiative encompasses two Design-Build solicitation packages, each valued over $500 million, with Package 1 consisting of five buildings at Marine Corps Air Station Cherry Point and Package 2 including four buildings at Marine Corps Base Camp Lejeune and one at Marine Corps Air Station New River. Contractors interested in attending were required to submit a completed registration form by Friday, January 23, 2026, at 5:00 PM EST, providing company information, contact details, anticipated attendee lists, and identification of whether the firm would serve as a prime contractor or subcontractor. Both prime and subcontractors were eligible to register and participate in the Industry Day. The procurement follows a two-phase Best Value Source Selection approach with Request for Proposals anticipated in February 2026 (Phase I) and May 2026 (Phase II), with contract awards expected in September 2026 and a 48-month performance period. The projects involve new construction, demolition of existing structures, site improvements, and site amenities across the four locations.
