About this file

This file is an Industry Day presentation for the FY26 Marine Corps Barracks Repair by Replacement Initiative held on January 28, 2026. The presentation outlines a two-package Design-Build (DB) procurement strategy for Bachelor Enlisted Quarters (BEQ) construction and renovation across four Marine Corps installations. Package 1 encompasses Marine Corps Air Station (MCAS) Cherry Point with three new 3-4 story BEQ buildings containing 720 total 2+0 rooms (approximately 153,405 gross SF per building) and demolition of five existing structures. Package 2 includes four buildings at Marine Corps Base (MCB) Camp Lejeune (Hadnot Point and French Creek) and one building at MCAS New River, totaling 565 rooms across multiple buildings. All projects involve new construction, site improvements (roadways, parking, sidewalks, utilities), demolition of existing BEQs, and site amenities (covered picnic shelters, fire pits, equipment washdown areas, bicycle storage, and HIIT areas).

The procurement utilizes a two-phase Best Value Source Selection (BVSS) approach with a maximum of three firms advancing to Phase 2. Phase I RFP will be issued February 23, 2026, with proposals due April 14, 2026, evaluating technical approach, corporate experience, past performance, and safety. Phase II RFP will be released May 6, 2026, with proposals due July 14, 2026, evaluating technical solution, schedule, small business participation, and price. Contract award is anticipated September 30, 2026, with a 48-month performance period. The project cost range exceeds $500 million per package and is funded through Operations and Maintenance. The presentation identifies NAVFAC Mid-Atlantic as the contracting authority, with Clark Nexsen and Michael Baker as the joint venture design team.
