About this opportunity
The Department of the Navy Naval Facilities Engineering Command is procuring design-build construction services for the Marine Corps Barracks Initiative (Package #1) at Marine Corps Air Station Cherry Point, North Carolina. The project encompasses demolition of five Bachelor Enlisted Quarters Buildings and construction of replacement billeting capacity consisting of 720 two-person rooms to accommodate 1,440 personnel. This acquisition will be conducted as an unrestricted, full and open competition utilizing two-phase design-build selection procedures in accordance with FAR Part 36.3 and Part 15. Prospective offerors will be evaluated on both non-cost/price and cost/price proposals, with all bidders required to maintain active registration in the System for Award Management (SAM). The Request for Proposal is anticipated to be issued on or about February 26, 2026, with the pre-solicitation comment period closing on that same date, and an estimated contract award targeted for September 2026.
This procurement is being pursued as an unrestricted competition with no set-aside designations, as the Contracting Officer determined through market research and a Sources Sought Notice (posted January 15, 2026) that an adequate number of small business firms would not be expected to respond or qualify for the requirements. The estimated contract value exceeds $500,000,000 and is classified under NAICS code 236220 (Commercial and Institutional Building Construction) and PSC code Y1FC (Construction of Troop Housing Facilities). The contract will be awarded on a Firm-Fixed Price basis with an estimated completion timeline of approximately 1,041 calendar days after award. Large business concerns selected for award must submit a subcontracting plan prior to contract award. Questions regarding the solicitation should be directed to Brittany Cristelli at brittany.n.cristelli.civ@us.navy.mil, with all solicitation documents to be made available in PDF format on PIEE and SAM.gov.

PROJECT DESCRIPTION:
This acquisition will result in a Firm-Fixed Price (FFP) contract for design-build construction services.
The proposed Design-Build project includes the demolition of five Bachelor Enlisted Quarters Buildings and will provide replacement billeting capacity of 720 two-person rooms to support 1,440 personnel at Marine Corps Air Station Cherry Point.
The completion time for this contract is approximately 1,041 calendar days after award.
A Dynamic Small Business Search (DSBS) was conducted, and a Sources Sought Notice was posted on 15 January 2026, seeking eligible Small Businesses, HUBZone Small Business, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses to determine the opportunity for a set-aside. The Government invited prospective offerors with the capabilities of performing construction services that meet or exceed the stated requirement to submit a capabilities statement. Respondents were required to submit relevant experience in performing efforts of similar size and scope/complexity within the last ten (10) years. Based on the market research conducted for this procurement and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is not a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. Successful award and completion of the requirements can be achieved by soliciting the contract as "Unrestricted" for full and open competition. NAVFAC Mid-Atlantic’s Office of Small Business Programs agrees with this decision and concurs with the determination to solicit as an unrestricted procurement.
In accordance with DFARS 236.204, the magnitude of construction for this project is over $500,000,000. The appropriate North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction and the Small Business Size Standard is $45,000,000.
The proposed solicitation will be full and open competition utilizing two-phase design-build selection procedures in accordance with FAR 36.3. The solicitation utilizes source selection procedures which require offerors to submit non-cost/price proposals and cost/price proposals in accordance with FAR Part 36.3 and Part 15 for evaluation by the Government. Large business concerns are required to submit a subcontracting plan prior to award of the contract.
This office anticipates award of a contract for these services by September 2026.
The Request for Proposal (RFP) will be issued on or about 26 February 2026. All documents will be in Adobe PDF file format and downloadable from the PIEE and Sam.gov website. The official address to the solicitation is https://piee.eb.mil and https://www.sam.gov under “contract opportunities” when it becomes available.
