About this opportunity
The General Services Administration (GSA) Public Buildings Service is seeking design and construction services for the World Trade Bridge Land Port of Entry (WTB LPOE) Border Roadway Improvements & Construction (BRIC) project in Laredo, Texas. The project involves a comprehensive roadway repair and paving replacement effort, specifically targeting approximately 916,997 square feet of concrete pavements, including reconstruction of continuously reinforced concrete pavement, surface reconstruction, and joint seals. A key objective is to utilize Low Embodied Carbon (LEC) materials, including LEC asphalt, concrete, and steel, in alignment with the Inflation Reduction Act (IRA) requirements. The contract will be evaluated using a Best Value Concept methodology, with non-price factors significantly more important than price. Evaluation factors include Past Experience (35%), Key Personnel (30%), Technical Approach (20%), and Sustainability-LEC Materials (15%). Important dates include a virtual pre-proposal conference on December 10, 2024, a site visit on December 12, 2024, and proposals due by January 9, 2025 at 3:00 p.m. CST.

The construction cost magnitude is estimated between $10-20 million, with an anticipated project completion timeline of 420 calendar days. The place of performance is located at 715 Bob Bullock Loop, Laredo, Texas 78043, specifically at the World Trade Bridge Land Port of Entry. The project will be partially funded through the Inflation Reduction Act of 2022, which provides significant funding for converting facilities to high-performance green buildings and acquiring construction materials with lower greenhouse gas emissions. Contractors must provide all labor, materials, transportation, supervision, and management to perform design and construction services, with specific requirements for using materials that meet stringent embodied carbon limits across concrete, asphalt, and steel components.
