Capability packages include the Sources Sought Contractor Information Form (which requests bonding capacity), the Project Information Form, and the Project Matrix, emailed to Madison Tatem at madison.e.tatem.civ@us.navy.mil with a 5MB maximum attachment.
A separate planning RFI addresses whether a Project Labor Agreement should be used, citing Executive Order 14063's requirement for PLAs on construction projects of $35 million or above unless an exception applies. Construction completion is anticipated in the third quarter of 2031. PLA responses are due to the same contact by the same deadline, and the government will not award a contract based on those responses.
