About this file

This is a Request for Information (RFI) regarding the potential use of a Project Labor Agreement (PLA) for Construction Project P-200, an Aircraft Maintenance Hangar at Marine Corps Air Station Cherry Point, North Carolina.

The project, managed by Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic, involves constructing operational and support facilities to support the basing of two F-35B Lightning II squadrons. New construction includes a low-rise, two-squadron aircraft maintenance hangar with high-bay space, crew and equipment areas, and administrative space; an aircraft parking apron; an aircraft ground/support training facility for the Center for Naval Aviation Technical Training (CNATT); a Ground Support Equipment (GSE) storage facility; an open steel-framed Operations Hazards Flammable Storage facility; and four Ready Service Magazines for ammunition storage. The project also requires demolition of eight existing buildings and multiple hazardous waste storage shelters, plus extensive site preparation, paving, and comprehensive utility upgrades including electrical, water, sanitary sewer, storm drainage, natural gas, and fire suppression systems. The project will be Design-Bid-Build (DBB) with NAICS Code 236220 (Commercial & Institutional Building Construction). The estimated construction cost ranges from $100,000,000 to $250,000,000, with construction completion anticipated for the third quarter of 2031.

This RFI solicits public comments addressing whether a PLA should be used on the project. Executive Order 14063 requires federal agencies to use PLAs on large-scale construction projects (defined as $35 million or above) unless an exception applies. Respondents should complete the attached questionnaire addressing their entity type, awareness of specialized construction requirements, labor availability in the region, contractor interest, prior PLA experience, wage rate comparisons, and potential cost implications. Responses must be submitted to Madison Tatem via email at madison.e.tatem.civ@us.navy.mil no later than 2:00 P.M. EST on November 16, 2026. This is a planning survey only; the government will not award a contract based on responses, pay for information, or provide debriefing results. All information will be held confidentially.

PROJECT LABOR AGREEMENT (PLA) REQUEST FOR INFORMATION (RFI)

FOR CONSTRUCTION PROJECT P-200, AIRCRAFT MAINTENANCE HANGAR, MARINE CORPS

AIR STATION CHERRY POINT IN THE STATE OF NORTH CAROLINA

Rev.2 June 3, 2025 1

This is a request for information/market survey. This is not a request for proposal, request for quote, or an invitation for bid. There will be no solicitation, specification, or drawings available at this time.

Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic is soliciting comments from the public addressing the potential use of Project Labor Agreements (PLA) for the construction project P-200, Aircraft Maintenance Hangar, Marine Corps Air Station (MCAS) Cherry Point, North Carolina.

This project constructs all operational and support facilities to support the basing of two F-35B Lightning II squadrons at the Marine Corps Air Station (MCAS) in Cherry Point, North Carolina. New construction facilities include a low-rise, two-squadron module aircraft maintenance hangar, an aircraft parking apron, an aircraft ground/support training facility for the Center for Naval Aviation Technical Training (CNATT), a Ground Support Equipment (GSE) storage facility, an open steel-framed Operations Hazards Flammable Storage facility, and four Ready Service Magazines (RSMs).

Demolition of existing facilities is required to clear the operational footprint, including the removal of Buildings 1667, 3978, 3986, 3996, 3997, 3998, 3999, and multiple hazardous waste storage shelters.

The Aircraft Maintenance Hangar will be a low-rise, two-squadron module building containing high-bay space, crew and equipment space, and administrative space. The hangar will be constructed of concrete masonry units on a pile-supported reinforced concrete slab-on-grade foundation with structural steel framing, steel roof trusses, and a pre-finished insulated metal roof. Built-in equipment includes compressed air systems, personnel/freight elevators, 5-ton overhead bridge cranes, high-pressure cooling air systems, underwing and wet pipe fire suppression systems, raised access flooring, and backup generators.

The Aircraft Ground/Support Training (CNATT) Facility will include administrative office spaces, five training classrooms, support spaces, and a small arms armory.

The Ground Support Equipment (GSE) Storage Facility is a low-rise, high-bay single-story storage facility directly connected to the CNATT training facility.

The Operations Hazards Flammable Storage Facility will be an open steel-framed structure featuring wire mesh partition separation by material type.

The Ready Service Magazines (RSMs) consist of four masonry-constructed magazines (two per squadron) providing secure ammunition storage.

The Aircraft Parking Apron includes new apron construction and renovation, equipped with electrical grounding, workstation kiosks, and sunshades.

The project also includes extensive site preparation (clearing, excavation, grading, stormwater controls, and soil mitigation), paving and site improvements (covered aircraft wash racks, asphalt paving, sidewalks, dumpster pads, and landscaping), and comprehensive utility upgrades (electrical and communication distribution, water distribution, sanitary sewer, storm drainage, natural gas, oil-water separators, fire suppression foam containment, and industrial waste storage).

Project will be Design-Bid-Build (DBB). NAICS Codes Associated with this procurement:

236220 – Commercial & Institutional Building Construction

The magnitude of construction is anticipated to be between $100,000,000 and $250,000,000. General period of performance is still in development. Construction completion estimated for the 3rd quarter of 2031.

A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states:

Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction project with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a large-scale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at FAR 22.502-2(d) applies. Reference is made to:

FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement; and to clause, FAR 52.222-34 Project Labor Agreement.

In consideration of the above factors, and any others which may be deemed appropriate, the public is invited to provide responses on the use of a PLA for this construction project utilizing the attached questionnaire.

This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holder’s list. This survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended.

Responses shall be submitted on the attached questionnaire to Madison Tatem via email at madison.e.tatem.civ@us.navy.mil no later than 2:00 P.M. EST on 16 November 2026.
