About this opportunity
The Department of Agriculture Forest Service Region 6–Pacific Northwest Region seeks rock crushing, aggregate production, and pit development services at the Black Butte Pit on the Deschutes National Forest near Sisters, Oregon, with quotations due September 15, 2026 at 12:00 PM PT. This is a Total Small Business Set-Aside; only firms meeting the 550-employee size standard under NAICS 212319 are eligible.
Place of performance is the Black Butte Pit, Sisters Ranger District, accessed via Forest Service Road 2060105 (coordinates 44.377728, –121.683025). Work scope includes clearing and grubbing, pit and quarry development, aggregate crushing, stockpiling, and contractor testing. Period of performance runs October 1, 2026 through April 15, 2027.
Base line items comprise mobilization, contractor testing, clearing and grubbing, 20,000 cubic yards of stockpiled aggregate, and pit and quarry development. The optional item is 31,500 cubic yards of additional stockpiled aggregate (per Amendment 3, effective September 11, 2026), bringing total potential aggregate to 51,500 cubic yards. Award will be made on a firm-fixed-price basis to one contractor.
Evaluation prioritizes technical approach—equipment suitability and capacity for basalt rock, production quality control methods, and operational efficiency—followed by price fairness and reasonableness, and past performance on similar rock crushing projects within the last five years. Contractors must submit pricing for all individual line items to be considered responsive. Contractors are responsible for independent third-party testing; drilling and blasting are not anticipated. No subcontracting percentage minimum applies. The pit is currently closed to the public and may remain closed during operations.
Quotations must be emailed to Contracting Officer Andrea Pollock (andrea.pollock@usda.gov). Written questions were due September 1, 2026. Amendment 2 provided Q&A; Amendment 3 revised the optional item quantity and extended the quote due date.
