About this opportunity

The Department of State Office of Acquisition Management seeks commercial fixed-price roof replacement services at the Deputy Chief of Mission Residence in Cairo, Egypt, with quotations due August 31, 2026 at 18:00 Central European Summer Time. This is not set aside for small business; the acquisition is unrestricted. Amendment 0002, posted August 25, extends the deadline from August 28 and adds supplemental Q&A.

Place of performance is Cairo, Egypt. The work spans three roof areas totaling approximately 5,300 square feet: plaza deck areas (3,300 square feet) requiring two-ply modified bitumen membrane, stone tile, and related work; clay tile roof areas (1,800 square feet) requiring tile salvage and reinstallation with new wooden deck systems; and a generator building (200 square feet) requiring elastomeric coating. All metal flashing must be copper. The contractor must assume the residence remains occupied during construction and furnish all labor, materials, equipment, supervision, permits, and transportation. The NAICS code is 238160, Roofing Contractors; PSC is Y1FZ, Construction Of Other Residential Buildings.

Total performance is 285 calendar days: 210 days for material procurement and shipment following issuance of a Logistics Notice to Proceed, then 75 days for construction after issuance of a Construction Notice to Proceed. The contract is firm fixed price in a single currency selected by the quoter, with no adjustment for currency fluctuation or escalation. Liquidated damages are assessed at $1,697 per calendar day for completion delays. Performance and payment bonds are required at 10 percent each; a 5 percent performance surety Irrevocable Letter of Credit is required during a five-year warranty period. General Liability insurance must provide minimum coverage of $250,000 per occurrence and $500,000 cumulative. Defense Base Act insurance is mandatory for all employees at all tiers, as Egypt is not on the Department of Labor waiver list. Quoters must price two separate clay tile options (historic/modern hybrid and fully historic) and may propose qualified Egyptian subcontractors or U.S. contractors with Egyptian subcontractors, provided subcontractors are identified in the proposal. At least two of three key personnel must have worked with the quoter for more than one year on similar projects.
