About this file
This document is a Questions and Answers amendment to the Combined Synopsis and Solicitation for the DCMR Roof Replacement project in Cairo, Egypt (Solicitation 19GE5026Q0115). The Q&A clarifies technical specifications, procurement requirements, and contract administration details across 57 questions submitted by potential quoters.
Scope and Technical Requirements: The project encompasses roof replacement at the Deputy Chief of Mission Residence in Cairo, including flat plaza roofs, clay tile roofs, and associated work on roof areas RA-01 through RA-11 (with RA-07 clarified as not in scope). Quoters must price two separate options for clay tile roofing: Alternate Option 1 (historic/modern hybrid) and Alternate Option 2 (fully historic). Key materials include APP membrane, elastomeric coating (accounted for under painting lump sum), copper metal flashing (not stainless steel), clay tile installation on existing wooden deck systems, and localized patch repairs to concrete substrates. Existing roof slopes are confirmed as already sloped toward drains and scuppers, with no requirement for tapered insulation or sloped screeds. The contractor must perform temporary disconnects and reinstallation of all rooftop piping and conduits and should assume 40 feet building height for pricing. The material storage/laydown area on Drawing A-010 is confirmed as available.
Contract Schedule, Financial Requirements, and Performance Standards: The contractor has 285 total calendar days: 210 days for procurement/shipment after issuance of the Logistics Notice to Proceed (LNTP), followed by 75 days for construction after the Construction Notice to Proceed (CNTP). Both payment and performance bonds are set at 10%, with a 5% performance surety ILC required during the five-year warranty period. The quoter shall determine VAT applicability in Egypt, and taxes, overheads, and profit must be included in the firm-fixed price. All metal flashing must be copper per Section 076200. Government will provide access to existing utilities including water and electrical power for construction activities. The anticipated Government review period for submittals is thirty days. For personnel requirements, at least two of three Key Personnel must have worked with the quoter for more than one year on similar projects—this is a mandatory requirement at quotation submission that cannot be waived by Letters of Intent. Egyptian subcontractors or U.S. contractors with Egyptian subcontractors are eligible; subcontractor certifications and experience may satisfy technical requirements, provided the subcontractor is identified in the proposal and committed to the work. If the quoter itself performs work requiring Egyptian authorization, licenses, or permits, full authorization must be provided within 30 days of award. The residence is expected to remain occupied during construction with no additional restrictions beyond those stated in the solicitation.

Answer: See answer to question 21.
32. Can a subcontractor holding the relevant manufacturer applicator certification and past performance satisfy the technical/experience requirements on behalf of a prime contractor that does not independently hold that certification? Is there a required minimum percentage of work that must be self-performed by the prime versus subcontracted?
Answer: The Government will permit offerors to propose qualified subcontractors to perform portions of the required work. A subcontractor's manufacturer applicator certification and relevant experience may be considered as evidence of the offeror's ability to perform the requirement, provided that the subcontractor is identified in the proposal and is committed to performing the applicable work. However, where the solicitation specifically requires the prime contractor itself to possess a certification, that requirement must be satisfied by the prime contractor and may not be satisfied solely through a subcontractor.
The solicitation does not establish a separate minimum percentage of the work that must be self-performed by the prime contractor, unless otherwise stated in the solicitation or required by applicable Federal Acquisition Regulation provisions. The prime contractor remains responsible for the overall performance of the contract and for the performance of its subcontractors.
33. Is a U.S.-domiciled prime contractor with an Egypt-based subcontractor performing the on-the-ground work an eligible teaming structure for this acquisition?
Answer: Yes, provided that the proposed teaming arrangement complies with all applicable solicitation requirements and the prime contractor remains responsible for performance of the contract.

Tab D, Experience and Past Performance. The solicitation states page limits for Past Performance but does not state limits for the other Volume 2 tabs.
Please confirm any page limits, file-size limits, or formatting restrictions applicable to Volume 2 Tabs A, B, C, E, F, and G.
Answer: There are no other limitations other than those provided.
50. Phase 1 Preliminary Project Understanding Statement Reference: Section L, Volume 1, Phase 1 Mandatory Minimum Requirement No. 5; Volume 2, Tab A, Performance Schedule and Narrative.
Volume 1 requires a preliminary project-understanding statement, while Volume 2 requires a detailed performance schedule and narrative.
Please confirm whether the Phase 1 statement must be a separate Volume 1 submission or may cross-reference the detailed Volume 2 narrative.
Answer: These are separate submission requirements and serve different purposes. The Phase 1 Preliminary Project Understanding Statement is a Phase 1 Mandatory Minimum Requirement and shall be submitted in Volume 1 as specified in the solicitation. The Performance Schedule and Narrative in Volume 2 is a separate submission addressing the quoter's proposed schedule and execution approach. Accordingly, the Phase 1 Preliminary Project Understanding Statement may not be satisfied solely by cross-reference to the Volume 2 Performance Schedule and Narrative. The quoter shall provide the required Phase 1 statement in Volume 1; however, the quoter may avoid unnecessary duplication by appropriately cross-referencing information contained in Volume 2, provided that the Phase 1 submission itself clearly demonstrates the required project understanding.
51. Authorization to Perform in Egypt. Reference: Section L, Volume 1, Phase 1 Mandatory Minimum Requirement No. 3; DOSAR 652.242-73, Authorization and Performance. The solicitation permits a quoter to provide a plan for obtaining authorization to operate in Egypt but does not identify the specific authorization required. Please confirm:

Please:
a. Confirm whether the one-year prior working relationship is a mandatory qualification at quotation submission.
b. Confirm whether personnel proposed under a Letter of Intent who have not previously worked with the quoter for one year may satisfy this requirement.
Answer:
a. Yes. In accordance with Section H.14.1, at least two of the three proposed Key Personnel must have worked with the quoter for more than one year on similar projects. This is a mandatory requirement and must be demonstrated at the time of quotation submission.
b. Personnel proposed pursuant to a Letter of Intent may be considered for the Key Personnel requirement; however, the Letter of Intent does not waive or replace the one-year prior working relationship requirement in Section H.14.1. Accordingly, at least two of the three proposed Key Personnel must satisfy the one-year prior working relationship requirement, regardless of whether they are current employees or proposed under a Letter of Intent. A third Key Person may be proposed under a Letter of Intent without having previously worked with the quoter for one year, provided that all other applicable Key Personnel requirements are satisfied.
