About this opportunity
The Department of the Navy Naval Sea Systems Command (NAVSEA) is seeking commercial depot-level repair services for US Navy 501-K17 Gas Turbine Engines through the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The procurement will focus on repairing specific marine gas turbine components, including compressors and power turbines used on CG-47 Class ships. Potential contractors must be an established commercial repair facility with a valid Authorized Maintenance Repair and Overhaul Center (AMROC) agreement from Rolls Royce Marine North America (RRMNA). This is a limited sources procurement conducted under FAR 6302-1, intended to identify qualified vendors through market research. The pre-solicitation notice was posted on February 13, 2025, with a response deadline of February 27, 2024, though the government emphasizes this is not a formal request for proposal and will not compensate respondents for information submitted.
No specific set-aside designations are currently associated with this opportunity. The procurement will require contractors to complete engine repairs within 180 days, maintain ISO 9001:2015 quality standards, and provide detailed inspection reports within 45 working days of container opening. All replacement parts must be original equipment manufacturer (OEM), Defense Logistics Agency (DLA), or U.S. Navy owned serviceable components. Contractors will be expected to perform comprehensive operational testing demonstrating engine performance specifications, including shaft horsepower, specific fuel consumption, and vibration metrics. While no specific award value is mentioned, the complexity of the work suggests this will be a significant contract for a highly specialized marine engine repair service. The technical requirements include complete teardown inspection, component repair/replacement, testing, preservation, packaging, and preparation for shipment of the gas turbine engines.
