About this opportunity
The Naval Surface Warfare Center Philadelphia Division (NSWCPD), listed under the Department of the Navy Naval Sea Systems Command, intends to solicit a sole-source contract to Rolls-Royce Marine North America, Inc. (RRMNA) for Rolls-Royce Marine gas turbine engines and related shipboard auxiliary systems on all applications used throughout the U.S. Navy, with interested-party responses due November 11, 2026. The notice carries no set-aside, and the sole-source basis is the decision-controlling constraint. The planned vehicle is a Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 60-month ordering period and a 72-month period of performance. The Government cites 10 U.S.C. 2304(c)(1) and FAR 6.302, stating that RRMNA, as OEM, solely owns the proprietary design, fabrication, and assembly drawings, along with the proprietary fabrication and critical maintenance and repair processes, making it the only contractor qualified for the Statement of Work. This is a notice of intent, not a request for competitive proposals. Interested parties may identify their interest and capability by responding before the November 11, 2026 closing date, and the Government will use responses solely to decide whether to conduct a competitive procurement. The source provides no place of performance, award value, or ceiling. The notice is coded NAICS 541330 (Engineering Services) and PSC R425 (Support-Professional: Engineering/Technical).
