About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is anticipating a Basic Ordering Agreement (BOA) for spare marine gas turbines, subassemblies, and parts supporting US Navy surface combatants and the Ship to Shore Connector, with capability statements due 6:00 PM EST, 20 November 2026. The notice lists the agency as Department of the Navy, Naval Sea Systems Command, and carries No Set-Aside Used. The attached sources sought summary describes the intended approach as a sole-source award to Rolls-Royce Solutions America, Inc. under FAR 6.302-1, citing Rolls-Royce as the only manufacturer of the MT30, MT5S, MT5S-HE+, 501-K34, MT7, and 250-KS4 marine gas turbines. The same summary places the requirement as rotable pool inventory for LCS 1 Freedom variant, DDG 1000 class, DDG-51 class, and SSC vessels, and lists whole engines, major subassemblies, modules, blade and vane kits, shipping containers, and associated components by part number with estimated quantities. The BOA would issue Firm Fixed Price orders with delivery dates to be agreed, and the Government reserves the right to order any listed part number or subordinate piece-part through individual Delivery Orders on an as-needed basis. The summary states an RFP is anticipated in April 2027. This is a market research notice under FAR Part 10, not a Request for Proposal. Responses must be unclassified and submitted electronically by email to jenny.e.tomeo.civ@us.navy.mil with "N64498-26-RFPREQ-PD-42-0213" in the subject line. Phone calls will not be accepted. The Government will not compensate respondents, and submissions become Government property.
