About this file

This Performance Work Statement (PWS) outlines depot-level repair requirements for U.S. Navy 501-K17 Gas Turbine Engines, 501-K Series Marine Gas Turbine Compressors, and 501-K17 Marine Gas Turbine Power Turbines used on CG-47 Class ships. The contractor must be a valid Rolls Royce Marine North America (RRMNA) Authorized Maintenance Repair and Overhaul Center (AMROC) and complete repairs within 180 days per engine. Key requirements include complete teardown inspection, repair/replacement of components, testing, preservation, packaging, and preparation for shipment. The contractor must maintain ISO 9001:2015 quality standards and provide detailed inspection reports within 45 working days of container opening.

The work includes specific repair requirements for the Accessory Gear Box assembly, compressor, combustor, turbine, and various subsystems including electrical, lubrication, fuel, and air bleed systems. All replacement parts must be OEM, DLA, or U.S. Navy owned serviceable parts. The contractor must perform operational testing to demonstrate new engine specification performance in areas of shaft horsepower, specific fuel consumption and vibration, with no fuel or lube oil leakage permitted. The related pre-solicitation notice indicates this will be a limited sources procurement under FAR 6302-1, though no specific response dates are provided. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is the requiring agency.

1.1 BACKGROUND

NSWCPD Code 423 manages the 2SCOG Program for the U.S. Navy. The 2SCOG program manages the rotatable pool and repair pipeline for U.S. Navy non-nuclear propulsion assets, which includes Marine Gas Turbines used for propulsion, power generation, and auxiliary power on various U.S. Navy surface and amphibious platforms. Marine Gas Turbines are maintained on a condition basis such that an engine is only removed from service after it has failed or, based on inspection, if it is likely to fail before the next ship availability.

1.2 SCOPE OF WORK

The Contractor(s) shall provide depot-level repair and repair of U.S. Navy 501-K17 Marine Gas Turbine Engines, National Stock Number (NSN) 2835-00-612-0730, 501-K Series Marine Gas Turbine Compressor, NSN 2835-01-286-4790, and the 501-K17 Marine Gas Turbine Power Turbine, NSN 2835-01-243-3722. The 501-K17 Gas Turbine consists of a compressor assembly (NSN 2835-01-286-4790) and a power turbine assembly (NSN 2835-01-243-3722).These engines are used on the CG-47 Class of ships.
