AMENDMENT 3 - 30 November 2018
PLEASE NOTE THAT DUE TO A TECHNICAL ERROR, THERE IS NO AMENDMENT 2.
The purpose of this amendment is to post Questions/Answers and to make the following changes as noted in the attached SF 30 Amendment 0003 Document:
1. Add attachment 9, Personal Property Collective Bargaining Agreement;
2. Correct all CLINs to read 'Quantity: 12' and 'Unit of Issue: Months';
3. Revise Addendum 2, Evaluation Factors, to correct Unbalanced Pricing language;
4. Revise Attachment 1 (PWS); and
5. Update existing clauses to most current versions, and add the following clauses: FAR 52.204-7, 52.204-13, 52.204-16, 52.204-17, 52.204-18, 52.204-20, and 52.247-34.
Unchanged attachments have not been reattached to this amendment.

THIS IS OFFICIAL NOTIFICATION OF THE ISSUANCE OF A REQUEST FOR PROPOSAL (RFP).
Solicitation Number: FA8601-19-R-0006
The United States Air Force, Wright-Patterson Air Force Base (WPAFB), Ohio 45433-5344 is soliciting for a firm-fixed price (FFP) contract for the following:
Deployments/Distribution and Vehicle Management for the 88th Logistics Readiness Squadron (88 LRS) in the areas of (1) Deployments/Distribution (Vehicle Operations and Cargo Movement), (2) Movement of Personal Property, (3) Small Air Terminal and Passenger Movement, and (4) Vehicle Management and Maintenance. These commercial services will be performed at Wright-Patterson Air Force Base (WPAFB), other locations throughout the state of Ohio, and locations outside of the state of Ohio that are supported by WPAFB. The scope of work includes the furnishing of all labor, supervision, facilities, vehicles, equipment, tools, materials, and other items and services, excluding those owned by the Government and made available for the contractor's use, in order to successfully accomplish the Government requirement as detailed in the Performance Work Statement (PWS) attached to this solicitation. This will be a performance-based services acquisition for non-personal, commercial services.
This requirement is a 100% Small Business Set-Aside (SBSA).
The North American Industry Classification System (NAICS) code for this acquisition is 561210, Facilities Support Services, with a Small Business Size Standard of $38.5M. The Product/Service Code (PSC) is V002 - Transportation/Travel/Relocation: Motor Pool Operations.

NOTICE OF SITE VISIT
WPAFB will be conducting a Site Visit with regards to this solicitation on 08 November 2018. The details of the Site Visit are as follows:
Date: 08 November 2018
Time: 12:00 PM - 3:00 PM
Location: Please meet at the Hope Hotel Parking Lot outside WPAFB Area A, Gate 12A
Attendees: Two (2) company representatives per contractor will be granted access.
Participation in this Site Visit will be at no cost to the Government. All travel, lodging, and transportation arrangements will be at the expense of the contractor. Installation access to WPAFB and participation in this Site Visit must be coordinated through Toxie Courtney, Contracting Officer, by 10:00 AM, 06 November 2018. Toxie Courtney's contact information is found below. Requests after that time will not be accepted. Participation in the Site Visit is not required in order for submission of an offer, and no preference will be given to participants.

All prospective awardees are required to register in the System for Award Management (SAM) and to maintain active registration during the life of the contract. The SAM can be accessed at https://www.sam.gov/portal/SAM/#1. Any award resulting from this solicitation will include the clause at Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act (NDAA) of Fiscal Year 2001 requires any claims for payment (invoices) under Department of Defense (DoD) contracts to be submitted in electronic form. Wide Area Workflow (WAWF) is the DoD system of choice for implementing this statutory requirement. Use of the basic system and required trainings are at no cost to the contractor. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/.
