1 1 Amendment 0003 List item 2 This line item states that all CLINs will be corrected to read "Quantity: 12" and "Unit of Issue: Months". Will the Government issue a conformed solicitation or shall offerors type in the changes on the original Schedule B?
A conformed copy incorporaating changes through Amendment 3 has been posted.
2 1 DDVM Questions and Answers Question 13 The list of "average in service time per dispatch" does not correlate with the list of dispatch types in Appendix A-1. Please provide the in service times for all dispatch types in Appendix A-1.
List of average in service time per dispatch was provided to assist with clarifying in service times for items listed in Appendix A-1. Appendix A-1 lists workload estimates based on types of dispatches broken down further than what OLVIMS allows. Listing provided by government includes all these types of dispatches, and also other workload estimates depicted within Appendices A-3, A-4, A-5, and A-7. For example: Appendix A-1, Base Taxi, 525 average monthly dispatches, and an estimated in service time of 18 minutes per dispatch. Additionally, AFIT/DISCS average 81 students round trip per day, and an estimated in service time of 1 hour 10 minutes per dispatch for School Bus Service. Specific to question correlation is as follows: Aircrew = Aircrew Support; Emergency Bus Support = Actual Deployment/Disaster; Military Community Activities = Base Tour; Protocol DV Service = Protocol/DV; Taxi = Base Taxi; Forkift MHE Service = MHE; Tractor Trailer Service = Tractor/Trailer; Remaining items not specific to in service times are depicted within corresponding PWS paragraphs for requirements and workload estimates illustrated within Appendix A-1.
3 1 and 2 DDVM Questions and Answers Questions 29, 40, 55
The answer to these questions states that" the information is proprietary to the incumbent contractor and the Government is therefore not able to provide it". The information requested should be available in OLVIMS and DPAS which are Government databases, therefore the information is clearly not proprietary. Respectfully request that the Government provide the requested information.
Government provides the following based on information contained within current FMIS: Specific to question 29; as per AFI 24-302, paragraph 4.80.7. Contractors will assume sole responsibility for all associated utilization costs of the GFP vehicles, including: operations, maintenance, repair and licensing/registration requirements and replacement of AS051 GFV. As such, these assets are listed within DPAS for accountability purposes. At present, government is not forecasting for any ASC051 GFV to be assigned against DDVM for solicitation however verbiage is included in the event decision is made to include them. Government can provided that approximately $425K annually has been expended for parts over past two years for maintaining the 450 government owned vehicles. This number is provided only as an approximation in an attempt to answer overarching question. It is still contractor decision on where, who, and how to procure vehicle parts.
Specific to question 40; answer of zero that exceeded OTRL is still valid. Annual estimate for part cost provided above.
Specific to question 55; as stated within Appendix A-9, average number of work orders per month: 110 or 1320 per year. Government provides an estimated $350K average in manhour cost per year have been applied towards maintaining the government fleet. This value is provided in an attempt to answer overarching question, although offeror has requested total manhours consumed on work orders government has provided sustainment data retrieved from LIMS-EV.
4 1 DDVM Questions and Answers Question 26 The answer provided does not specifically answer the question asked. Not all GFV is ASC051. Will the Government pay for fuel for the other types of GFV?
Government will pay for fuel in all government provided vehicles other than ASC051 vehicles and/or contractor provided vehicles.

In the instructions to this pricing matrix, we read that the TEP will appear in Cell I20 of this spreadsheet. Cell I20 is part of a merged cell that explains the six-month EOS; and rather, in Cell I17, it appears there is a summing formula that includes all CLINs, which include all periods of performance, inclusive of the EOS. Is the reference in the instructions to Cell I20 in error, or should the pricing matrix be corrected and reissued?
A revised pricing matrix stating that the TEP will be calculated in Cel I17 has been posted.
6 142, Revised PWS Appendix B-3 (Amend. 3) Vehicle Operations Fleet (You-Drive-It Are the buses and other vehicles that are part of the UDI fleet as identified in this appendix available for contractor use to meet the vehicle operations requirements?
Yes; vehicles are provided to meet workload projections as well as official use base operating support through the You-Drive-It program.
7 198, Revised PWS Appendix N (Amend. 3) Documented Cargo - Annual Workload Estimates In the section Annual Workload Estimates, it appears that the line, Total Issues, is a summation of the three "Issues Processed" lines below it. However, the sum of these lines yields a total of 7,426 Total Issues while Appendix N lists a total of 7,500 Total Issues. Please clarify.
Annual workload estimate of 7,500 is cumulative of issued processed. Although totals listed equate to 7,426 government rounded number to 7,500 to anticipate projected demands.
8 198, Revised PWS Appendix N (Amend. 3) Documented Cargo - Annual Workload Estimates In this section, what is the line "Total Receipts" intended to reflect? Is it supposed to be a total of the two total lines above it? Please clarify.
No, the total receipt annual workload estimate of 17,175 is reflection of what contractor processes/receipts. DORs and Issues are not included in receipts process.
9 198, Revised PWS Appendix N (Amend. 3) Documented Cargo In this section, it appears that the line "Total Turn-Ins" is a summation of the two "Turn-Ins Processed" lines below it. However, the sum of these lines totals 5,800 Total Turn-Ins, while Appendix N lists a total of 9,000 Total Turn-Ins. Is this accurate? Please clarify.
Numbers provided for turn-ins by Materiel Management and by Greenville/Waco are historical workload projections.
Total turn-in number is reflective of both the historical workload and government estimate of future workload due to increase in assumption of processing AFRL DLA-DS assets.
10 3 DDVM Questions and Answers Question 71
The Government response to this question references PWS Paragraphs 5.2.1.2 and 1.1. It is our understanding that current material expenses average approximately 75K per month. Will the Government provide an estimated monthly average so all offerors may intelligently construct their proposals using the same data to which only the incumbent can access?

11 Appendix 3 Heritage Board Visit Will the government provide number of passengers or the number and types of vehicles needed to support event? Historically one bus, could be a surrey up to a 44-passenger, contingent on number of attendees.
12 Appendix 3 Doolittle Raiders Event Will the government provide estimated number of passengers to be transported during event or provide the number of buses needed to support event as provided in other events.
Historically requires three buses to transport public between Museum and event area (Museum runway) during Museum operating hours. This is only an estimate, number of buses are contingent on number of attendees.
13 DDVM Question and Answers Question 250 Question asked the government to provide historical data on servicing vehicles. The answer provided stated “3ea vehicles service 117 time during last year”. Will the government clarify if this is 3 vehicles serviced 117 times each or 3 vehicles serviced a total of 117 times the last year.

Through research we noticed that Appendix N of FA860119R0006 Deployments/Distribution and Vehicle Management and Appendix N of FA860119R0002 Logistics Support Services (LSS) share duplicate workload data. Are these two contracts sharing requirements on Wright Patterson? If so, can the Government provide workload data specific to FA860119R0006 Deployments/Distribution And Vehicle Management?
Appendix N within DDVM (FA860119R0006) is to project amounts of property transiting through WPAFB to project workload to distribute property once received, processed or disposed of herein. Appendix N within LSS (FA860119R0002) is to project amounts of property transiting through WPAFB to project workload to receive, process and execute turn in actions of property.
