About this opportunity
Pacific Air Forces seeks five deployable shelter systems for training use at Joint Base Pearl Harbor-Hickam, Hawaii, with quotes due September 14, 2026 at 1700 HST and questions due September 7. This is a 100% small business set-aside procurement for commercial items on a firm-fixed-price basis.
Delivery is FOB Destination to 75 H Street, Building 1201, JBPH-Hickam, Hawaii 96853, with a target delivery schedule of 90 days after contract award and a maximum allowable extension to 150 days. The NAICS code is 314910, Textile Bag and Canvas Mills, with a 500-employee size standard.
The shelter system must provide a minimum of 650 square feet of unobstructed usable floor space with interior dimensions of at least 19 feet wide by 34 feet long, an eave height of 6 feet 9 inches, and peak height of 9 feet 1 inch, while not exceeding 970 pounds total system weight. The system must feature a rugged external frame design with integrated rope-and-pulley fabric deployment, modular interconnection on end walls, materials meeting MIL-PRF-44103 durability standards, and integrated interior electrical wiring with triple-tap 120/208 VAC three-phase 60Hz power capability. The shelter must be deployable and strikeable by five to six personnel without special tools or ladders and must meet all Department of Defense environmental performance standards including wind load, snow load, driving rain, blackout, sand and dust resistance, and salt fog corrosion resistance. Alternative designs are acceptable provided they meet these performance outcomes; the triple-tap electrical harness may be provided as a compatible add-on kit rather than factory-integrated.
Evaluation criteria include technical capability, price, delivery schedule, and warranty; relative importance is not specified. Payment terms are Net 30 unless alternate terms are proposed. Funds are not presently available; the Government's obligation is contingent upon appropriated funds and written notice from the Contracting Officer per FAR clause 52.232-18. Submissions must include completed Sections 6–9 of the RFQ, including company information, itemized pricing, warranty terms in years, and authorized signature.
