About this file
This document is a Salient Characteristics specification for a deployable training shelter to be procured by the 647 Civil Engineer Squadron (CES) at Joint Base Pearl Harbor-Hickam, Hawaii.
The requirement calls for a soft-wall modular tent shelter system to replace aging training shelters that are 10 years old and showing significant wear. The shelter must provide minimum interior dimensions of 19 feet wide by 34 feet long with an eave height of 6 feet 9 inches and peak height of 9 feet 1 inch, delivering at least 650 square feet of unobstructed useable floor space while not exceeding 970 pounds total system weight. The system must feature a rugged external frame design with an integrated rope and pulley system for fabric deployment, modular interconnection capability on end walls, and materials meeting MIL-PRF-44103 durability standards. Construction requirements include standard integrated interior electrical wiring with a triple-tap outlet capable of supporting 120/208 VAC three-phase 60Hz power for Environmental Control Units (ECUs), integrated ECU ducts and cable ports on both end walls, integrated interior hang points rated at 100 pounds minimum each, and a standard liner with separate thermal fly plus compatibility with optional insulated liners. The system must be deployable and strikeable by a team of five to six personnel without special tools or ladders and must meet or exceed all Department of Defense environmental performance standards with proven testing and certification for wind load, snow load, driving rain, blackout capability, sand and dust resistance, and salt fog corrosion resistance. Delivery is required on-site via FOB Destination to 75 H Street, Building 1201, JBPH-Hickam, Hawaii 96853.

Salient Characteristics for Deployable Training Shelter
Rationale of Requirement
The 647 CES inventory of training SSS tents are 10 years old, show signs of major wear and tear, are missing system components due to damage and are soon to become a legacy equipment set as newer BEAR shelters advance. This purchase provides an opportunity to upgrade to a modular tent shelter system that reflects current ACE capabilities and aligns 15 Wing HST program to familiarization with the systems already in use at forward operating locations throughout the INDOPACOM theater.
Physical and Functional Requirements
The vendor must provide a soft-wall shelter system that meets or exceeds the following minimum essential physical and functional characteristics.
System Components & Dimensions
Interior Dimensions: Must provide minimum interior dimensions of approximately 19 ft. (Width) X 34 ft. (Length).
Interior Height: Must have a minimum eave height of 6 ft. 9 in. and a minimum peak height of 9 ft. 1 in.
Useable Floor Space: Must provide a minimum of 650 square feet of unobstructed useable floor space.
Total Weight: Total system weight, including all components and bags, must not exceed 970 lbs.
Modular Capability: The shelter must be modular and capable of being interconnected with other shelters on the end walls to form larger complexes.
Construction and Material Characteristics
Frame Design: Must feature a rugged, external frame design that allows the fabric to be hoisted into place via an integrated rope and pulley system, without needing to lift the frame and fabric simultaneously.
Material: Shelter material and sub-floor must meet or exceed the standards of MIL- PRF-44103 for durability.
Integrated Electrical: Must come standard with an integrated interior electrical wiring harness featuring a triple-tap outlet. The electrical system must be capable of remaining inside the shelter during takedown and pack-out. The integrated electrical system should allow for 120/208 VAC, three-phase 60Hz power to support Environmental Control Units (ECUs).
ECU & Cable Ports: Must have integrated ducts/sleeves on both end walls to allow for the connection of Environmental Control Units (ECU) and cable pass-throughs.
Interior Rigging: The interior frame must include integrated hang points, each rated to support a minimum of 100 lbs.
Thermal Efficiency: Must include a standard liner and a separate thermal fly designed to be installed over the external frame. The system must also be compatible with optional, add-on insulated liners for increased thermal efficiency.
Deployment & Environmental Performance
Deployment Method: Must be capable of being fully deployed or struck by a team of 5-6 personnel. The system must be deployable and strikeable without the use of special tools or ladders.
Environmental Standards: The shelter must meet or exceed all Department of Defense (DOD) standards for environmental performance, with proven testing and certification for, at a minimum:
• Wind Load
• Snow Load
• Driving Rain
• Blackout Capability
• Sand and Dust Resistance
• Salt Fog Corrosion Resistance
Delivery Requirements
Delivery: The vendor must provide on-site delivery via FOB Destination to 75 H St. Bldg 1201, JBPH-Hickam, HI 96853.
