About this opportunity
The U.S. Department of Transportation's John A. Volpe National Transportation Systems Center, on behalf of the Federal Aviation Administration Facilities Environmental Cleanup Program, seeks demolition, remediation, and restoration of contaminated soils at three FAA Eastern Service Area facilities, with proposals due June 25, 2026 at 3:00 PM ET. This procurement is a total small business set-aside.
Performance occurs at three sites: Birmingham-Shuttlesworth International Airport (BHM ASR) in Birmingham, Alabama; New Cumberland Locator Outer Marker (CXY LOM) in New Cumberland, Pennsylvania; and Washington Dulles International Airport National Airspace System Equipment Building (IADN NASEB) in Chantilly, Virginia. The contract period extends from notice to proceed through September 15, 2026, with work restricted to 8:00 a.m. to 4:30 p.m. Monday through Friday.
The three CLINs are priced as firm-fixed-price line items: CLIN 00100 (BHM ASR) requires removal of approximately 15 cubic yards of TPH-diesel and oil-range-contaminated soil at 18–24 inches depth plus 4 cubic yards contingency; CLIN 00200 (CXY LOM) requires removal of approximately 15 cubic yards of lead-contaminated soil at approximately 18 inches depth plus 4 cubic yards contingency; CLIN 00300 (IADN NASEB) requires removal of approximately 3 cubic yards of TPH-contaminated stained soil with potential depths to 5 feet, guided by photoionization detector readings where sampling is infeasible. All sites prohibit filter fabric use. Backfill material must match removed soil composition; #57 rock is acceptable at BHM ASR only.
Contractors must prepare a draft Remediation and Restoration Work Plan within 10 business days of project kickoff and submit a final plan within 5 business days of government comments. All work must comply with the most stringent applicable Federal, State, and local requirements. Detailed cost buildups are required for CLINs 00100 and 00300. Evaluation factors in descending order of importance are prices, schedule, technical narrative (2 pages per CLIN), and past performance. Questions are due June 17, 2026 at 1:00 PM ET. The NAICS code is 238910 (Site Preparation Contractors); PSC is F999 (Other Environmental Services). Service Contract Act wage determinations apply; prevailing wage rates vary by location (Alabama WD 2015-4591, Pennsylvania WD 2015-4225, Virginia WD 2015-4281).
Notice text
Under an Interagency Agreement, the U.S. Department of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program. As part of this effort, a Remedial Action (RA) will be conducted at three facilities in the FAA Eastern Service Area (ESA) to remove identified soil contamination. The sites requiring remediation for lead- and total petroleum hydrocarbon (TPH) -contaminated soils are listed below:
- BHM ASR – Birmingham, AL (33.57378°, -86.75671°)
- CXY LOM – New Cumberland, PA (40.178196°, -77.005692°)
- IADN NASEB – Chantilly, VA (38.958736°, -77.43499°)
The FAA's ECU Program has identified the potential for environmental and human health risks and/or liability associated with the facilities above based on prior research, known historic operations and practices, and required cleanup actions or previously identified sites. The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirement. The Contractor shall submit a draft Remediation and Restoration work plan (Work Plan) (where applicable) within ten (10) business days of the project kick-off meeting that addresses the project requirements below.
This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all contaminated soil remediation, disposal, and site restoration activities described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished information (GFI) for pertinent information. Please note that the GFI Site Survey Report provided for the CXY site is for demolition activities. This document is provided because it contains soil sampling results for this site. There will be NO demolition or asbestos abatement required as part of this project. The removal quantities and depths in the Preliminary Assessment and/or Site Investigation and Site Survey reports (if provided) are to be used as a guide along with the estimated total quantities listed in this SOW Section 2.2.2.
The Work Plan shall describe methods and procedures for performing soil remediation, disposal, and restoration. Disposal methods must be detailed by the contractor for all sites including the identification of all disposal facilities where waste and debris is to be shipped. Disposal sampling and paperwork is the responsibility of the contractor. The government will perform ALL confirmatory sampling required at the sites. Additionally, the work plan shall also identify any required permits needed to perform the work.
Additional components required with the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a brief Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks.
An outline summarizing the required content of the work plan is shown below:
Technical Approach
- Method and procedures for soil remediation, removal, disposal (all as required above in section 1.1), and restoration
- Identification of required work permits
- Site Safety Health Plan (SSHP)
- Risk Management Plan
- Identification of major risks
- Risk mitigation plan
The contractor should expect a 5-business day Volpe Center review period between submission of the Draft Work Plan and receipt of Volpe Center comments. The Volpe Center and the Contractor shall meet to discuss any comments and changes, if necessary. The contractor shall make the changes and submit a Final Work Plan within 5 business days of the receipt of comments.
Preliminary Assessment/Site Investigation (PA/SI), Site Investigation (SI) and Site Survey activities completed in 2024 found the below sites showing contamination above either FAA action levels or EPA/State regulatory limits. Examples include lead-in-soil concentrations above the FAA’s cleanup standard of 200 mg/kg (ppm) or the applicable state standard, or TPHs in soil above EPA or State regulatory limits. For each site, prior to mobilizing to the site for the remedial activities, waste characterization samples shall be collected. Once these samples are analyzed, the proper landfill and disposal approvals shall be obtained. For each site, contaminated soil and/or equipment shall not be left at the site overnight unless previous permission is obtained by the contractor. Any equipment or material left at the site must be secured by the contractor and is not the responsibility of the government.
Adidtional details for requirement are found in the SOW.
