About this file

This is a Site Investigation Report for the Birmingham-Shuttlesworth International Airport (BHM) Airport Surveillance Radar (ASR) facility in Birmingham, Alabama, prepared by Booz Allen Hamilton for the Federal Aviation Administration Eastern Service Area.

The report documents an environmental site investigation conducted on August 27, 2024, following a reported used oil spill at the facility in December 2023. The investigation involved collection and analysis of 18 soil samples (9 surface samples at 0-6 inches below ground surface and 9 subsurface samples at 18-24 inches below ground surface) from nine locations surrounding the spill centerpoint. Samples were analyzed for Total Petroleum Hydrocarbons (TPH)—specifically Oil Range Organics (ORO) and Diesel Range Organics (DRO)—and heavy metals including arsenic, cadmium, chromium, and lead. Results indicate TPH DRO and ORO present above the Alabama Department of Environmental Management cleanup standard of 100 mg/kg in four samples, with maximum results of 3,940 mg/kg for DRO and 1,520 mg/kg for ORO. Arsenic levels in all 18 samples exceeded the EPA commercial soil Cleanup Target Level of 3.0 mg/kg, with a maximum of 17.6 mg/kg, though the report attributes this to naturally occurring background levels. The report recommends removal of oil-impacted soils from the concentrated spill area, as impacts are bounded to a small area in proximity to the source. All analytical quality control samples met industry-accepted standards with no qualifications applied to the results.

1.1 Executive Summary

The Federal Aviation Administration (FAA) Eastern Service Area (ESA) tasked Booz Allen Hamilton (Booz Allen) to assist in conducting an Environmental Site Investigation (SI) as part of FAA’s Environmental Cleanup (ECU) Program. On August 27th, 2024, an SI was performed at the Birmingham-Shuttlesworth (BHM) Airport Surveillance Radar (ASR) facility located on the Army National Guard Base north of the airport in Birmingham, Alabama (33.573769, -86.756733).

The purpose of this SI was to investigate the potential impacts to soil resulting from a reported oil spill in December 2023 and determine required ECU Program actions. Soil samples were collected on August 27th, 2024, and analyzed for Total Petroleum Hydrocarbons (TPH)—specifically, Oil Range Organics (ORO) and Diesel Range Organics (DRO)—and certain metals (arsenic, cadmium, chromium, and lead). Analytical results indicate that TPH DRO and ORO are present above the Alabama Department of Environmental Management (ADEM) TPH cleanup standard1 (100 milligrams per kilogram [mg/kg]) in four samples, with a high result of 3,940 mg/kg for total DRO and 1,520 mg/kg for total ORO. Results for metals in soil were compared to both the EPA commercial soil Cleanup Target Levels (CTL), and the ADEM cleanup standards, which mirror the EPA CTLs. Arsenic levels in all 18 samples exceeded the Alabama and EPA commercial soil CTL of 3.0 mg/kg, with a high result of 17.6 mg/kg. These results and on-site observations are indicative of a used oil release at the BHM ASR facility.

Due to the concentrated locations of high levels of TPHs, it can be inferred that the soil impacts are contained to the area closest to the source of the oil spill. The elevated levels of arsenic observed in all 18 samples collected during this SI are believed to represent naturally occurring background arsenic levels and historical site use and warrant no further action. Because the TPH contaminants are bounded to a small area, remedial action is recommended to remove the oil-impacted soils from the site.

1.2 Site History and Background

The BHM ASR facility is located on the Army National Guard Base approximately 0.33 miles southwest of the intersection of East Lake Boulevard and 57th Street North in Birmingham, Jefferson County, Alabama.

The BHM ASR is approximately 1 acre situated on a locally high elevation point and all areas surrounding the facility are topographically downgradient. The BHM ASR facility operates on leased property (DFTA06- 02-L-04645) and comprises one cinder block equipment building housing the facility’s emergency engine generator, one metal building used for storage, one shed structure, one roof overhang to store equipment beneath, and the 87-foot antenna tower. The facility houses radar equipment and has one 500-gallon diesel aboveground storage tank. Based on information obtained from the Facility, Service, and Equipment Profile (FSEP) database, the BHM ASR was reportedly commissioned in 1952 with a swap date in 1993. The BHM ASR facility is accessed within the Army National Guard Base from a series of roads approaching the eastern side of the property.

On December 14th, 2023, the facility reported a used oil spill at the BHM ASR. Facility personnel indicated that used oil stored in a 5-gallon bucket was left at the site and overflowed after continued rainfall. The location of the used oil spill is on a concrete slab located beneath the radar structure. A used oil drum is stored on the concrete slab beneath the radar for oil changes from the radar and engine generator at the facility. A hose extends from the radar down to a 55-gallon drum stored on the slab to collect used oil.

The 5-gallon bucket of used oil was stored on the concrete slab with the intent of being added to the drum.

After being left outside during multiple rain events, the used oil spilled from the 5-gallon bucket onto the surrounding gravel area.

An Environmental Data Resources (EDR) report was ordered for the BHM ASR site and surrounding areas.

No environmental findings were listed for the BHM ASR property. Two Leaking Underground Storage Tank (LUST) sites were indicated approximately 0.21 and 0.24 miles east and south of the BHM ASR respectively.

These LUST sites, and additional further sites listed in the EDR report, are all topographically downgradient of the BHM ASR. The historic aerial images, however, showed the presence of what appears to be military housing on and adjacent to the BHM ASR property in the beginning between 1940 and 1947 and demolished between 1960 and 1967. See Appendix F for the EDR report.

2.1 Sampling Activities

The purpose of this SI was to identify any potential impact to the environment from the spilled oil. Due to the unknown specifics of the oil that was spilled, Booz Allen determined that the surrounding surface soil should be analyzed for petroleum hydrocarbons, including ORO and DRO, and heavy metals commonly found in machinery oil. Samples for surface soil (0-6 inches) below ground surface [bgs]) and subsurface soil (18-24 inches bgs) were collected at 9 locations surrounding the center of the spill. Sample locations were estimated in the samlpling and analysis plan based on the spill’s assumed centerpoint, five-foot step-outs, and 10-foot step-outs to determine the direction and extent of the spill. Final sample locations were adjusted on site using professional judgement based on physical limitations and visual observations in relation to the spill.

In total, 18 soil samples, including 9 surface and 9 subsurface, were collected and sent to the laboratory for analysis. Booz Allen staff directed the lab to temporarily hold selected samples until the preliminary results were published for the initial 9 surface soil samples. After a series of additional analyses, all samples collected were ultimately analyzed for at least one constituent.

Figures depicting the site and sample locations are provided in Appendix A. Site photos and results are provided in the Photolog in Appendix B. Copies of Field Logbooks detailing SI activities are provided in Appendix C. The analytical results are provided as a summary table in Appendix D, and the full analytical report in Appendix E.

2.2 Sample IDs

Table A displays all sample IDs and associated results for the samples collected during the SI. The Sample ID naming convention includes “BHM-ASR” as the facility identifier, “SS” as a soil sample identifier, then a number followed by an “A” or “B”. The number indicates the sample location where “A” identifies a surface soil sample and “B” identifies a subsurface soil sample. Sample locations are detailed in the site figures in Appendix A.

2.3 Quality Control Samples

The project laboratory prepared and analyzed quality control (QC) samples in accordance with method protocols and laboratory-specific standard operating procedures (SOP). These included analysis of method blanks, Laboratory Control Samples (LCS), Matrix Spike/Matrix Spike Duplicate (MS/MSD), and surrogate spikes for each analytical method and preparation batch. Results of laboratory QC samples are provided in the QC section of the report.

Field QC samples were collected in coordination with the project laboratory and in accordance with the specifications in the Booz Allen RI Sampling and Analysis Plan (SAP). Field staff collected the following QC samples:

• Field duplicate samples at a rate of 10 percent, or one per every 10 project samples. A total of two field duplicate samples were collected.

• MS/MSD samples at a rate of 5 percent, or one per every 20 project samples. A total of one MS/MSD sample was collected.

• Equipment blank samples at the end of each day of the sampling. A total of one equipment blank sample was collected (BHM-ASR-EB).

Booz Allen reviewed the laboratory report for adherence to industry accepted QC standards. The results of the review of both laboratory QC data and field QC results indicate that all results are usable with no qualifications applied.

2.4 Sample Custody and Shipment

A completed label was attached to each sample container. The glass containers were wrapped in bubble wrap and placed in plastic bags. All samples were placed in a plastic bag within the cooler along with double-bagged ice and additional bubble wrap to ensure sample integrity during shipment. The plastic bag was sealed with a zip-tie, the chain-of-custory forms were taped to the interior of the cooler lid, and the cooler was taped shut over two custody seals. The soil samples, QC samples, and equipment blanks were shipped via FedEx to the Pace National laboratory in Mt. Juliet, Tennessee. All samples were recieved by the laboratory and were confirmed to have arrived in good condition.

2.5 Field Documentation

Booz Allen field personnel recorded field acitivities, sample collection times, and sample locations in a field logbook which is presented in Appendix C. Photographs of the site are presented in Appendix B.

When appropriate, sampling locations identified in the Booz Allen SI SAP were modified in the field. A figure of final sampling locations is provided in Appendix A.

3 R E S U L T S Soil samples were collected to identify the presence of TPH-DRO, TPH-ORO, and metals contaimination in the soil around the used oil spill. 18 soil samples and 2 field duplicates were analyzed and compared to the Alabama UST TPH cleanup level guidance and EPA RSLs for each contaminant of concern in commercial soil. Table A displays the Sample IDs and analysis results. Regulatory CTLs are indicated in paretheses beneath each contaminant of concern. The spatial extent of impacts are shown in Appendices A and B and the laboratory analysis report is included in Appendix E.

4 C O N C L U S I O N S A N D R E C O M M E N D A T I O N S The analytical data obtained during the SI concludes that soils impacted by the used oil spill contain levels of contaminants that exceed regulatory cleanup thresholds. All 18 soil samples exceeded the Alabama and EPA CTLs for arsenic in commercial soils (3.0 mg/kg), with the highest being 17.6 mg/kg. TPH levels were detected above the Alabama cleanup level of 100 mg/kg, with the highest being 3,920 mg/kg at the center of the oil spill. Due to the concentrated locations of the high levels of TPHs, it can be inferred that the impacts of the oil spill are contained to the area closest to the source of the spill. Because the TPH contaminants are bounded to a small area, remedial action is recommended to remove the oil-impacted soils from the site further than 2 feet and take confirmatory samples to ensure TPH contaminants are below regulatory limits.

The elevated levels of arsenic in all 18 samples collected during this SI may be indicative of naturally occurring background arsenic levels and historical site use. Arsenic occurs naturally in soil, and the Birmingham area is documented to have background arsenic concentration levels greater than 10.4 mg/kg 2. Arsenic in soil can also result from industrial processes, pesticide use, fertilizer use, and to preserve wood structures3. The observed arsenic concentrations may be attributable to historical activity in proximity to and at the military housing observed in the EDR report to have formerly occupied this area.

Given no observable pattern in arsenic levels surrounding the spill location, regional soil health, and historical land use, it is unlikely that the used oil spill is responsible for elevated arsenic concentrations in the soil, and we conclude that no action is necessary.

CASE NARRATIVE

All sample aliquots were received at the correct temperature, in the proper containers, with the appropriate preservatives, and within method specified holding times, unless qualified or notated within the report. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results. By my digital signature below, I affirm to the best of my knowledge, all problems/anomalies observed by the laboratory as having the potential to affect the quality of the data have been identified by the laboratory, and no information or data have been knowingly withheld that would affect the quality of the data.
