About this file
This is a Site Survey Report (SSR) documenting existing conditions at the CXY Locator Outer Marker (LOM) facility in New Cumberland, Pennsylvania, prepared by Parsons for the Federal Aviation Administration's Real Property Disposition Program. The survey, conducted on December 18, 2024, inventories equipment, identifies environmental concerns, and recommends disposition and demolition actions for the FAA's surrender of the leased property to Upper Allen Township. The site comprises a 12 ft. x 7.5 ft. x 9 ft. pre-fabricated steel equipment shelter on a concrete slab foundation, approximately 68 years old in fair condition, with associated grounds containing grassed and gravel areas within a chain-link perimeter fence. The facility is accessed via Fisher Road near Mechanicsburg, Pennsylvania, at coordinates 40°10'41.5"N 77°00'20.5"W, with elevation of 518 feet above sea level.
The report identifies required regulatory compliance actions including permits from Upper Allen Township and the Commonwealth of Pennsylvania, asbestos notification forms submission to Pennsylvania Department of Environmental Protection, and preparation of an Environmental Screening Checklist per FAA Order 1050.19C. Environmental remediation is necessary to address contaminants of concern identified through a Preliminary Assessment/Site Investigation prepared due to pre-1984 site structures. Key logistical requirements include coordination with the FAA Middletown System Support Center, provision of contractor staging space on-site, scheduling during normal day shift hours with consideration for noise and traffic impacts, and securing timely FAA approvals of proposed plans. The scope encompasses environmental removal and disposal, demolition and removal of structures, site restoration with backfill of excavated areas, and utility disconnection as detailed in the supporting demolition disconnect sketch and environmental report appendix.

APPENDIX A: Environmental Report
EXECUTIVE SUMMARY
This Real Property Disposition Program (RPDP) Site Survey Report (SSR) includes results of the site survey effort conducted on December 18, 2024 at the CXY Locator Outer Marker (LOM) facility in New Cumberland, Pennsylvania. This site is maintained by the Middletown, Pennsylvania System Support Center (SSC). The purpose of this site survey was to document existing site conditions and determine the actual level of effort required to dispose of and/or surrender possession of real property by the Federal Aviation Administration (FAA) to the property Lessor.
The report contains equipment inventories, environmental information, and recommended disposition and demolition actions for the site.
Sensitive environmental areas, as a direct result of past and/or current operations and maintenance of the facility are identified. Contaminants of concern are to be abated in all areas where demolition activities will result in their disturbance in order to mitigate worker exposures, possible site contamination, or to achieve regulatory compliance for proper removal, disposal, and restoration.
Risks and safety concerns, such as working around FAA facilities and potential environment hazards, have been identified and are addressed in the Parsons’ T5 Risk Management Plan
(RMP).
The work schedule is contingent upon timely FAA reviews and approvals of proposed plans.
Logistics support and agreements must be made in a timely fashion with our contractor in order to execute procurement and decommissioning efforts as scheduled. Schedule impacts may result from the inability to secure permits from the state and local regulatory agencies in a timely manner.

Drawings As-built and proposed construction drawings are available on ProjectWise. No drawings were found onsite.
Co-Located There are no co-located items on the FAA site.
Adjacent Property
North: Friendship Park South: Friendship Park West: Residential/agricultural area East: Friendship Park
Site Access/Site Access Concerns
Site coordinates sufficiently provide directions to the site. Equipment may have to be delivered to the site through Within You Farm’s gate adjacent to the site.
Site Drainage and Run-off
There is an upward slope on approach of the site, and the site itself is flat.
Site Grounds The site has a combination of grassed and gravel area within a chain-link perimeter fence. On the south side of the site, there is a paved parking area. North of the site is a grassed area used for public recreation.
Site Specific Integrated Risk Management Plan
Security Requirements There is one (1) FAA padlock on the perimeter fence, and one (1) doorknob lock core on the equipment shelter. FAA has keys to both padlocks.
Badging and Insurance Requirements
No specific requirements needed to perform work on the site.
Parsons’ insurance will suffice all insurance requirements.
Department of Transportation Personal Identity Verification (PIV) badge will suffice all badging requirements.
Subcontractor Staging Area Space is available on site for staging.
Working Hours
Work schedule will need to be determined. Work is anticipated to be conducted during normal day shift hours. Consideration for work hours, noise, traffic, and personal safety will be incorporated in the demolition work plan.
Environmental Screening Checklist
(ESC) Preparation Recommendation
An Environmental Screening Checklist should be prepared in accordance with FAA Order 1050.19C as a result of a lease termination.
Preliminary Assessment /Site Investigation
(PA/SI)
A PA/SI has been prepared by Parsons because site structures pre-date 1984.
Operational Risk Management Plan
(ORMP)
An ORMP is not required because the site is not co-located, or on an airfield/AOA.
7460-1
In accordance with 14 CFR § 77.9, filing a Form 7460-1 is not required because the referenced navigation facility has been decommissioned and surrounding structures are at a higher elevation than the LOM antenna and proposed construction equipment.
Permits o Upper Allen Township requires a construction/demolition permit to be applied for prior to demolition.
https://uatwp.org/i_want_to/read_download/applications_and_for ms.php#outer-9 o The state of PA also required a construction permit.

D. Restoration Clause (Full Restore)
CXY LOM is a leased site and is to be restored. The following list is for restoration of the site plot.
1. Remove all foundations and structures to 3 ft. below grade backfill with local, clean fill (clean fill dirt, local sand, etc.), and compact.
2. Remove all cables and conduit to 3 ft. below grade or where all vertical utilities transition to horizontal, whichever occurs first.
3. Remove all existing ground cover (e.g., gravel) other than topsoil.
4. Spread clean fill to a uniform depth of approximately 0.5 ft. where existing ground cover, foundations, utilities, etc. were removed.
