About this file
This document is a Clarification Questions and Responses for federal contract requirement 6913G626Q300035, with a proposal due date extended to June 25, 2026 at 3:00 PM ET. The responses address soil contamination remediation work at three separate sites: CXY-LOM, IAD NASEB, and BHM-ASR.
For CXY-LOM, the government clarified that approximately 15 cubic yards of contaminated soil (over 200 ppm) requires removal based on three 10 ft x 5 ft x 2 ft deep excavations centered around hotspots, plus 4 cubic yards contingency. Backfill must consist of dirt material similar to what is being removed, with no gravel or filter fabric permitted. At IAD NASEB, stained areas that were sampled and showed no levels above regulatory standards do not require removal. A yellow hashed area north of IAD-SS-4 marked "to be guided by PID readings" should only be excavated if photoionization detector (PID) readings at the adjacent remediation area edge show contamination levels; excavation stops once PID readings indicate low/no contamination. For BHM-ASR, the same 15 cubic yard estimation applies with three 10 ft x 5 ft x 2 ft deep removals plus 4 cubic yards contingency for PID-guided chasing of contamination. Backfill with #57 rock is acceptable at this site given at least 6 inches of existing gravel, but filter fabric is prohibited. All three sites prohibit filter fabric use, and material replacement must match the removed soil composition.

Clarification Questions and Responses for Requirement 6913G626Q300035
Please find clarification responses to questions regarding the 6913G626Q300035.
requirement. The quote/proposal due date for this requirement has been extended to 25 June 2026 @ 3:00 PM ET.
CXY-LOM:
Question #1: You state for estimating purposes to use 15 cu yds of contaminated soil to be removed, do you have a measurement for the area as the depth was identified as 18” to 24” that is over 200 ppm that you want excavated?
Response #1: We estimated 10 ft x 5 ft x 2ft deep removals centered around each of the hotspots. Three of these areas add up to a little more than 11 CY - this provides us with 4CY additional in case the XRF shows additional contamination requiring further removal.
Question #2: Can we backfill the entire excavation area with # 57 rock, lining the sides with filter fabric?
Response #2: The excavation area needs to be replaced with material similar to what is being removed. From the photos this site has a thin layer of gravel over dirt so please replace the excavated material with dirt. No gravel replacement is necessary at this site. No filter fabric can be used.
IAD NASEB:
Question #3: Do you want the staining removed on figure 3? It shows staining on the north & west side but does not require removal.
Response #3: No, the stained areas were sampled and are not shown to contain levels above any regulatory standards.
Question #4: Should the yellow hashed area north of IAD-SS-4 be excavated but only disposed of if it is contaminated, while screening it with a PID?
Reponse #4: The area marked "to be guided by PID readings" on Figure 4 will only be excavated if a PID reading at the adjacent edge of the remediation area shows levels consistent with contamination. Once the PID readings show low/no levels of contamination, the digging can stop.
Question #5: Can we backfill the entire excavation area with # 57 rock, lining the sides with filter fabric?
Response #5: The excavation area must be replaced with material similar to what is being removed. It appears in the photos that there is at least 6 inches of gravel so 57 rock replacement would be acceptable in this case. No filter fabric can be used.
BHM-ASR:
Question #6: You state for estimating purposes to use 15 cu yds of contaminated soil to be removed, do you have a measurement for the area as the depth was identified as 18” to 24” around the concrete sidewalk?
Response #6: We estimated 10 ft x 5 ft x 2 ft deep removals centered around each of the hotspots. These three areas add up to a little more than 11 CY - this provides us with 4CY additional in case the PID requires the removal to chase some of the product.
Question #7: Can we backfill the entire excavation area with #57 rock, lining the sides with filter fabric?
Response #7: The excavation area must be replaced with similar material to what is being removed. From the photos, it appears that there is at least 6 inches of #57 rock, so that would be an acceptable fill replacement for this site. No filter fabric can be used on this site.
