The following questions were submitted by a contractor:
1 Are the water lines that feed all of the landscaping surrounding Building 601, tied to 601? Are those water lines supposed to still be fed from the same location, or tied to a different building. If so, which one and can you supply the exact location of the tie in point? The irrigation lines surrounding building 601 are fed from the main, so re-routing will not be necessary.
2 Can the Owner provide any AutoCad drawings of existing landscaping, in addition to the aerial maps provided. No. The AutoCAD drawings of the existing landscaping at building 601 are available.
3 For the capping of the water,gas and the sanitary sewers, are we capping at the back of sidewalk or at the main. If at the main, can can the Owner provide the exact location of the mains? Water and gas laterals are to be capped at the main as specified in paragraph 1.3.2.4 of the statement of work. An exception will be made for the sewer lateral due to the fact that the main is so far from the project site. The sewer lateral can be capped at the back of the sidewalk. Approximate locations of the water, gas, and sewer mains are shown in the attached file.
4 No Demolition Plan was provided for 4856.
a. Are the utilities to be capped at the back of sidewalk? At building 4856, all utilities are to be capped at the mains (all of which are in the street).
b. Is the palm tree in the backyard to remain or be removed? The tree in the front yard? If they are to remain, do we need to provide irrigation to them? The palm tree in the back yard and the tree in the front yard are both to be removed. No irrigation is required at this location.
c. Can the Owner provide the dimensions of the area requiring the Rebel Red rock and weed barrier (i.e. is the vacant lot to the South to be included)? The vacant lot to the south of building 4856 is not to be included when placing weed barrier and rock mulch. The approximate dimensions of the area requiring weed barrier and rock mulch are 60' by 90'.

The following questions were submitted by a contractor:
1. Drawing giving the actual square footage of area footprint that will be landscaped following the demo of bldg 601 (I know the picture indicates 17,900 sf plus 1,600 sf for the playground area, but is that the exact footprint of the building or is that including the area up to existing sidewalks?)
The total footprint of the area at building 601 to be landscaped following demolition of building 601 is 31,650 SF. This includes both the "PROPOSED_FENCING" area and the "Grading_Area" on the New_Construction.pdf file (attached).
2. Provide a drawing of the existing irrigation sprinkler system for bldg 601.
CE does not have any drawings of the existing irrigation system for bldg 601.
3. If awarded the contract or as a subcontractor, will the materials delivered to project be subject to Nevada state sales tax? Is there an additional county tax as well?
A tax exemption letter will not be issued to the Contractor. They will be subject to any taxes applicable by law.

The deadline for submitting RFIs for this particular project has expired; however, we will make every attempt to address all remaining questions on this project prior to the bid deadline.

1) Have the contents of the grease trap interceptors been tested for presence of HazMat and if so, can this info. be given to bidders? No, CE does not have any HazMat reports beyond the asbestos/LBP reports that were already provided.
2) If testing has not been accomplished, will the Contractor be required to perform testing and provide results prior to removal and disposal of the contents? Yes, the Contractor will be required to test the contents of the grease traps at building 601 prior to removal and disposal of the contents.
3) There is an above ground gas line regulator and supply piping entering the building on the west side. Does CE know if there is a gas main on the west side of the building that is not shown on the solicitation utility drawing? CE does not have record of a gas main on the west side of building 601. A snapshot of our natural gas utility drawing is attached.

Addendum #5
As a reminder, please review all changes and addendums to this solicitation prior to submitting your bids. The following items were mentioned in earlier changes posted on FBO but this addendum will serve as a reminder.
After receiving guidance from the Small Business Administration (SBA), it has been determined that this requirement shall be set-aside for Economically Disadvantaged Women Owned Small Businesses (EDWOSB). This was
FAR 19.1505(a)(2) states a contracting officer May set-aside acquisitions for competition restricted to EDWOSB or WOSB concerns under the WOSB program as specified on the SBA's Web site.
Under the program, SBA has determined certain NAICS to be underrepresented and some to be substantially underrepresented. In the Contracting Officer's Guide (located on the SBA website, page 12), it directs all requirements under NAICS code 238910, to be set-aside for EDWOSB.
A bid bond is required for this solicitation. The amount of the bid guarantee shall be 20% of the bid price. This supercedes the verbiage found on page 32 of the solicitation.
All bids are due on 20 September 2012 at 1500. These bids can either be hand delivered or mailed to the following:

The following question was submitted by a contractor:
Is there currently a 120VAC electrical outlet at building 600 to facilitate the new irrigation control unit, or will the Contractor have to install new from nearest power source? There is not a 120VAC outlet at building 600 for the new irrigation control. The Contractor will have to either install new or utilize a battery-powered control unit.

The following questions were submitted by a contractor:
1. For building 601, is it the intention of the owner to have the sidewalk along the south side of the building removed and replaced or expanded? The intent is neither to demolish nor expand any of the sidewalk along the south side of the building, but to connect it to the sidewalk on the west side. The proposed sidewalk shown on the new construction drawing represents our desired end-state.
2. What is the desired width of the new proposed sidewalk? The new section of sidewalk should match the width of existing sidewalks to the west and south of building 601: 4 ft.
3. Does the framework of the new permanent fence need to be powder coated green to match the chainlink? No, the framework of the new fence does not need to be powder coated green. Only the chain link needs to be galvanized dark green vinyl coated.
4. At Bldg 601, does temporary fence need to be installed between the building and the playgrounds that are to remain, or will those be out of use during the work? Playgrounds to the north of building 601 will be in use during the work, so temporary fencing will have to be placed along the sidewalk on the north side of the building.

I realize the deadline for RFI's has passed and therefore this RFI may not be answered.
Drawing labeled NEW CONSTRUCTION DRAWING shows an area east of building 601, outside of new fencing, requires grading.
Question: After grading, will this area requre any ground covering?
Ground covering such as rock mulch is not required in the area east of building 601 after grading is complete. The area should be bare and compacted, matching the drainage channel directly to the north as shown in the attached picture.

I do not see a hazardous materials report. Can that be uploaded so we can finalize our bid? The only HAZMAT reports we have are the asbestos/LBP reports already provided.

The following questions were submitted to the Government:
1. Amendment 14; Revised bid schedule; Option bid states:
TOTAL LUMP SUM BID OPTION 1
(CLIN 0001 + CLIN 0002) tiny_mce_marker_____________
Does this dollar amount reflect only the cost for Option 1 or does it reflect
the grand total of the project to include CLINs 0001, 0002 and Option 1? It
reflects the grand total of the project if option 1 is exercised.
2. Will the Contractor be allowed to use water from the nearest available fire
hydrant for demolition and construction activities? Yes- submit an AF Form
103 in order to get CE shop approval of the specific hydrant.
3. If Contractor is allowed to use base hydrants, is the Contractor required to
provide and install a backflow device and/or a water meter prior to use?
Backflow device will be required, but a water meter is not.
4. The utility drawing indicates that the sewer lateral servicing building 601
extends ~ 260 feet to a manhole located on the east side of the Thrift
Shop. Will the Contractor be required to demo the full length of the lateral,
back to the manhole? This will require the closure of the southern access
road which leads to the commissary loading docks. No- because it is such a
long run back to the main (not just across 1 lane of traffic), the sewer
lateral can be capped at the road east of building 601.
5. Do the 35% design drawings referenced in Statement of Work paragraph
1.4.1.1 need to be stamped by a licensed engineer? No.
6. Does "soil stabilization" equate to 3" deep rock mulch? No- a dust
palliative is all we are looking for at building 601.
7. If Option 1 is exercised, where is the preferred location for the new
irrigation control unit and is there an existing 120 VAC power source at that
location? The preferred location for the new irrigation control unit is at
building 600 directly north of the project site.
8. At building 601, is the Contractor responsible for removal of
communication cabling from underground conduits? No- base
communications office requests cabling and conduit be abandoned in
place.
9. If Contractor removes comm. cabling, where is the termination point?
Communications information is not shown on the drawings. N/A
10. At building 601, is the extent of underground communications conduit
demolition known? Communications information is not shown on the
drawings. N/A
11. Does CE know if the fluid in the transformer at building 601
(Westinghouse S/N 8JJ520113) contains PCB at a level that must be
disposed of as HazMat? The Contractor must test the transformer for
PCBs.
12. There is a natural gas shut off valve and hand hole located within 5' of
the building on the east side of building 601. Will the Contractor be
allowed to disconnect the building gas at this point and abandon in-place
the gas line which continues east? No- the main line runs along the street
just outside of the block wall. The Contractor will be required to demolish
and cap at the main.
13. Will a separate NTP be issued solely for the 35% design phase? No- see
addendum extending performance period.
14. Will a Performance Period (PP) be added for the 35% design and approval
phase? No; however, the government will issue another addendum to
extend the performance period for
abatement /demo/design/construction at 601 to 90 calendar days.
15. Is the PP of 56 days for building 601 demolition negotiable? Due to the
extension mentioned in #14, the new PP will not be negotiable.
16. If the PP for building 601 remains at 56 calendar days, will the Contractor
be allowed to work double shifts and/or weekends to meet this PP? N/A
17. Will The Contractor be allowed to temporarily fence off and utilize the
entire existing parking lot on the south side of building 601 as a laydown
area? Yes, but any damage to the asphalt must be repaired at the
contractor's expense.
18. At building 4856, will the Contractor be required to erect a temporary
screened fence for duration of demolition activities? Yes.
19. At building 4856, is the Contractor responsible for demolition of the trees
in front and back of house? Yes.
20. At building 4856, is the extent of gas line demolition known? Is the
location of the main known? The main is located in the street on Kinley
Drive.
21. At building 4856, is the extent of sewer line demolition known? Is the
location of the main known? The main is located in the street on Kinley
Drive.
22. Reference vinyl coated fence required at 601; do all components of the
fence (framing, posts, rails, chain link fabric) need to be vinyl coated, or
just the chain link fabric? Just the chain link fabric.
23. The wooden shed at building 601 that is to be relocated to building 2999
is 14' x 14'. Please confirm:
a. Government understands that this will necessitate an oversized load
permit and operations to transport a 14' wide load over a public road.
Confirmed.
b. That the security checkpoint at the entrance to Area III will physically
facilitate a 14' wide load. Confirmed. The Range Road entrance to Area
III will have to be utilized.
24. On Government property, will the Contractor be allowed to perform the
oversized load movement of the shed to building 2999 with
escort vehicles and flagmen, or will the Contractor be required to schedule
and coordinate road closures on main base and within Area III? Perform
the oversized load movement with escort vehicles and flagmen.
25. Amendment 13 drawing shows proposed sidewalk on west and south sides
of building 601. There is an existing sidewalk on the south side of
building. Must the existing sidewalk be replaced, or can the it remain
intact? The existing sidewalk on the south side of building 601 may
remain intact.
26. After road elevations are corrected to ensure proper storm water drainage
across the east entrance of the parking lot, can the demo'd portion of
asphalt be patched back with concrete, or must it be asphalt? The
demolished portion of asphalt may be patched back with concrete.

1. Will hydro excavation be required for all underground utilities? Yes
2. Will there be a specific design for the 5% grade correction for the drainage or will the contractor be responsible to design their own solution? The contractor is responsible for their own design to the solution.
3. Attachments 4,5, and 6 on amendment 17 appears to be corrupted. Will it possible to upload new files for viewing? These items will be required during post award and will not have an effect on your proposal.
4. I do not see a hazardous materials report. Can that be uploaded so we can finalize our bid? MSgt Armstrong will post when it becomes available.

1. What is the haul route for Bldg's 601? The haul route for bldg 601 will be from the Area II gate, south around the flight line and to the work site, then exit either the main gate at Craig Rd or the south gate onto Nellis Blvd. (see maps 2 and 3 attached).
2. How much of the existing concrete around bldg 601 is to be removed, it's not clearly defined? SF? The only concrete around building 601 that is to remain is the sidewalk around the perimeter of the limits of construction.
3. Do the play areas in and around get demo'd around 601? The small play area to the east of building 601 is to be demolished, along with the fencing that currently encloses it. All other play areas to the north are to remain.

The following questions were submitted to the Government:
1. Looking at the file 'DEMOLITION_PLAN.pdf' you have existing fencing, and need us to install newly added fence with wind screen. Do we estimate exact location from the yellow line, indicating future fence? Should we estimate to add fencing around corner playground for Grading? The yellow line indicates where permanent fencing should be once the construction portion of the project is complete. The entire work area, including the grading area, will need to be fenced off by temporary fencing with visual screening for the duration of the project.
2. Fencing with wind screen requires concrete footed posts in ground, (not a footing base above ground) will this be approved and excepted? Will subcontractor installed fence be permanent, temporary or (temporary then install permanent)? Requirements: 6' or 8' Temp or perm, wind screen Beige or green? Visual screen fencing is temporary and does not need to be secured by concrete-footed posts. However, fabric should have holes cut in it to prevent wind from blowing the fence over. If installing on an unpaved surface, posts are to be driven into the ground and affected landscaping restored upon removal. On paved surfaces, posts may be secured using sandbags. Temp fence shall be 6' tall and have tan fabric visual screening.
3. Do the existing side walk need demolition? Pour Back? These questions where not asked at job walk. Do block wall need demolition? At building 601, the existing perimeter sidewalk and the block wall do not need to be demolished. Sidewalks providing access to the building or to play areas in the back are to be demolished.
4. Need to locate 299 Area 3 for relocating of existing exterior Freezer unit. Is a dedicated circuit needed? What is the amp ridge? Is there space on existing electrical panel? Building 2999 in Area III was the last stop during the site visit last week. A dedicated 30-amp circuit is needed for the freezer unit, and there is space on the existing electrical panel at building 2999.

The following questions were submitted to the Government:
Is there a stockpile or a fill dirt borrow area on the base, where dirt can be used to backfill the basement? There is no borrow area for fill dirt on base.
Can the contractor crush concrete to 2" minus and use as fill? 2" minus crushed concrete is not acceptable fill material.
Is there a compaction index for the backfilled areas? Backfill areas must be compacted to at least 90 percent laboratory maximum density, per attached specification.

1) Have the contents of the grease trap interceptors been tested for presence of HazMat and if so, can this info. be given to bidders? The grease traps at the NE corner of building 10208 are not included in the scope of demolition. They are still utilized and are to remain as-is.
2) If testing has not been accomplished, will the Contractor be required to perform testing and provide results prior to removal and disposal of the contents? No
3) There is an above ground gas line regulator and supply piping entering the building on the west side. Does CE know if there is a gas main on the west side of the building that is not shown on the solicitation utility drawing? The utility maps show the gas main running behind building 10208, parallel to the sidewalk (SW to NE).

2. What type of ramp is required at the freezer's new location (i.e. concrete, wood)? A concrete ramp is required at the freezer's new location.
3. It appears the asphalt may need to be reworked at the drainage inlet on the front of building 601, it is not currently in the scope of work, should we include pricing to adjust the paving in this area to provide positive drainage? Yes, bids should include reworking of the asphalt at the east entrance to the bldg 601 parking lot, near the drainage inlet, in order to provide positive drainage.

Install 6ft high galvanized dark green vinyl coated chain link perimeter fencing, with three 3 ft wide personnel entry gates and two 12ft wide double-gated latched entries. Install soil stabilization on bare soil within new fenced area. Reconfigure existing irrigation system to feed all remaining trees on site. Redesign storm water drainage to have a 5-degree natural slope with a head wall on the north side of east entrance to the parking lot, and with all asphalt work required to provide positive drainage to the inlet on the south side of the parking lot. Relocate 4 storage sheds and 1-polar king freezer. Storage shed 1 and storage shed 2 will be relocated to the north end of building 602, next to the metal shed and shall be placed on 4x4's. Storage shed 3 and the polar king freezer shall be relocated to area 3, north of building 2999. Shed 3 will be placed on 4x4's and a concrete pad, ramp and power from the mechanical room will need to be installed for polar freezer in area 3. Shed 4 will be relocated just outside the new perimeter fencing of the demolition area. Contractor shall provide 35% design drawings for the site after demolition including fence layout and drainage reconfiguration. The chiller, boiler and all Johnson network controls will be removed by 99 CES prior to demolition.

The solicitation number for this requirement is FA4861-12-B-0002. It coincides with the synopsis (FA4861-12-B-0002) posted on the Federal Business Opportunites website on 7 August 2012.
The work to be performed under the requirement consists essentially of, but is not limited to, furnishing all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to perform all operations in connection with successfully completing three demolition projects on Nellis AFB. Project RKMF 12-0121 consists of demolishing the childcare facility, building 601. This building is a single story, metal framed facility that is approximately 17,900 square feet (SF). Project RKMF 12-0144 consists of demolishing a billeting storage facility, building 4856. This building is a single story, CMU exterior with wood framed interior. The square footage for this facility is approximately 1,700 SF. Abestos and lead abatement will be required for these buildings. In addition, the areas that are demolished shall be landscaped to match existing surrounding landscape.
This is a Woman Owned Small Business (WOSB), Invitation for Bid (IFB), limited to qualified, eligible woman owned firms registered with the Small Business Administration.
The period of performance for this project is 80 calandar days after the issuance of a Notice to Proceed (NTP). All work shall be in strict compliance with the conditions of the contract, specifications, and drawings. The North American Industry Classification System (NAICS) code is 238910 with a size standard of $14 million (M). In addition, the project magnitude is between $1M - $5M.
The successful contractor will be selected using FAR 52.214-19, Contract Award - Sealed Bidding - Construction, as prescribed in FAR 14.201-6(m), provision contract award - Sealed Bidding - Construction (Aug 1996), where:
1. The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation.
2. The Government may reject any or all bids, and waive informalities or minor irregularities in bids received.
3. The Government may accept any item or combination of items, unless doing so is precluded by a restrictive limitation in the solicitation or the bid.
4. The Government may reject a bid as nonresponsive if the prices bid are materially unbalanced between the line items or sublime items. A bid is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the Government even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing an advance payment.

Due to the upcoming labor day holiday, the information requested for base passes are due on 24 August 2012.
The site visit is scheduled to take place on 5 September 2012 at 0800. In the case you are unable to submit your information prior to the deadline, report to the Nellis AFB Visitor Center at 0730 (no later than 0740) and I will assist you with getting a temporary base pass.
On the morning of the site visit, all contractors are advised to report to 5865 Swaab Boulevard (Bldg 588), Nellis AFB no later than 0800. You will be escorted to the site after getting briefed on the terms and conditions of the site visit.

The Government will issue an Invitation for Bid (IFB) on 22 August 2012; this IFB will include all the attachments mentioned in the synopsis.
Bid Opening: The bid opening will take place on 19 September 2012. This event will take place at the 99th Contracting Squadron. The time will be determined later.
The attachment to this amendment is a word document that contains information required to issue passes for base access.
