About this opportunity
The Department of Agriculture Forest Service is soliciting bids for the demolition and replacement of a spring box at Double Springs Campgrounds within the Coconino National Forest. The scope of work requires contractors to install a temporary potable water tank, demolish the existing concrete spring box, construct a new cast-in-place concrete spring box, apply NSF-approved paint to both interior and exterior surfaces, provide third-party coating inspection services, sandblast and powder coat existing hatches for reinstallation, and install new shut-off valves with all necessary plumbing connections. Contractors must provide all labor, materials, tools, testing, supervision, incidentals, and permits to complete the project. The government will evaluate proposals using a best value approach, considering factors including past performance, contractor experience, technical approach, and price. A mandatory site visit is scheduled for October 23, 2025, at 10:00 AM, with bids due by October 30, 2025, at 3:00 PM EST.
This solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small business concerns. The anticipated contract award value ranges between $100,000 and $250,000 under a firm-fixed price structure, with a performance period extending from November 3, 2025, to April 3, 2026. The project is located in Mormon Lake, Arizona, specifically at Double Springs Campgrounds in the Coconino National Forest. Davis-Bacon wage requirements will apply to this contract, and all contractors must maintain active registration in the System for Award Management (SAM). No incumbent contractor is identified for this new requirement, presenting an open opportunity for small businesses capable of delivering the specified water infrastructure improvements.
