About this file
This document is a Questions and Answers (Q&A) file for Solicitation 127EAX26Q0001, issued by the Department of Agriculture Forest Service for a spring box replacement project at Coconino National Forest. The Q&A addresses four key inquiries from potential contractors, confirming this is a new requirement with a site visit scheduled for October 23rd at Double Springs Campgrounds. Contractors were informed that no RSVP is needed for the site visit, and they can potentially use precast materials if all structural specifications are met, including concrete strength, mixture, rebar, and proper attachment to bedrock.
The associated federal contract opportunity requires the contractor to provide comprehensive services including installing a temporary potable water tank, demolishing the existing concrete spring box, replacing it with a new cast-in-place concrete spring box, applying NSF-approved interior and exterior paint, hiring a third-party coating inspector, sandblasting and powder coating existing hatches, and installing new shut-off valves and plumbing connections. Bids are due October 30th by 3:00pm EST, with the project focusing on infrastructure improvement at the Double Springs Campgrounds location.

127EAX26Q0001 Coconino NF Demolish and Replace Spring Box Q&A #1
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A: This is a new requirement
2. Can you please let me know if I need to RSVP to the Site Visit? I did not see a requirement listing for 10/23.
A: No RSVP is required. COR will only be available on the date and time on the solicitation.
3. Hey wondering if there will still be a site meeting on 10/23/25, with the shut down?
A: Yes, there will be a site meeting on the date and time shown during the shutdown.
4. Looking at this solicitation, would it be possible to do a pre cast for the double spring box?
A: Precast can be considered if all the structural components per the plans and specifications can be achieved, this includes the concrete strength, mixture, rebar, overall size, etc. The box must be able to be attached to bed rock as indicated and this may make it difficult to use precast as there needs to be a proper adhesion to the beadrock.
