About this opportunity
The Defense Health Agency Contracting Activity Europe seeks delivery of medical-grade bulk liquid oxygen and rental, maintenance, and certification of one vertical bulk storage tank for Landstuhl Regional Medical Center in Germany, with quotations due August 24, 2026 at 4:00 PM CEST. This is a women-owned small business set-aside, a single-award firm-fixed-price indefinite-delivery/indefinite-quantity contract with a four-year period of performance (October 1, 2026 through September 30, 2030) divided into four one-year ordering periods.
Place of performance is Building 3740, Kirchberg Kaserne, Landstuhl, Germany (DoDAAC HT0880). The contractor must supply oxygen meeting 99.5% minimum purity, USP/DAB/EUAB pharmacopeial compliance, and 100% oil-free standards with moisture content not exceeding 7 ppm. The contractor furnishes, installs, maintains, and owns the bulk storage tank; performs all mandatory Technischer Überwachungsverein (TUV) and TUEA safety inspections, pressure testing, and safety valve recertification in accordance with German regulations (Betriebssicherheitsverordnung, Technische Regeln für Druckbehälter, Druckgasverordnung); and provides 24/7 preventive and corrective maintenance at no additional cost. Automatic refills occur when tank capacity drops to 20% threshold, with delivery FOB Destination including one single delivery fee per run. Routine deliveries occur Monday–Friday, 0800–1530 CET/CEST; emergency response is required within 24 hours, 365 days annually. Upon contract transition, the tank must be operational within 24 hours; planned supply disruptions may not exceed 8 hours and require 14-day advance written COR approval. Contractor delivery drivers must possess sufficient operational English to navigate installation access procedures and follow safety protocols, with a 24/7 English-speaking point of contact or dispatcher required during delivery. Delivery personnel must pass background investigations per NCIC-III/TSDB standards and Army Directive 2014-05. The contractor must comply with the U.S.-German Status of Forces Agreement, maintain German motor vehicle liability insurance, and process German value-added tax relief using official Abwicklungsschein documents.
Each ordering period includes 50,000 cubic meters of oxygen, 12 months of tank rental, 15 routine deliveries, and 6 emergency deliveries. Award will be made to the responsible quoter whose quote is most advantageous to the Government based on technical capability (acceptable/unacceptable certification of product specifications) and price fairness and reasonableness. Quoters must maintain SAM registration, submit IRS Form W-14 if foreign persons, and acknowledge receipt of Amendment 0001 (dated August 12, 2026, advancing the deadline from September 23 to August 24). NAICS 325120, PSC 6835.
