About this opportunity

Air Combat Command is preparing to procure a deicer training simulator for Offutt Air Force Base under a total small business set-aside, with a pre-solicitation deadline of September 10, 2026. The requirement will be awarded on a sole-source basis to Global Ground Support, the only vendor with a commercially available simulator that exactly replicates the operational deicer truck cabs currently in use at the base (GL-1800 and G-2875ER models).

Place of performance is Offutt Air Force Base, Nebraska. The simulator is a complete turn-key system comprising an authentic deicer truck operator cab replica with functional controls (seat, steering wheel, pedals, and PQ control joysticks), a high-performance computer with pre-installed software, a monitor of at least 40 inches with mounted speakers, keyboard and mouse controls, and a VR headset for high-fidelity training. Software deliverables include one software license, a library of pre-built deicing scenarios for various aircraft and weather conditions, emergency scenario training modules, customizable scenario creation capabilities, and performance monitoring with session recording and playback. The contractor is responsible for delivery, complete installation, on-site setup, and up to 8 hours of training for system administrators, with a limited one-year parts-only warranty. Delivery is required within 120 days after order receipt. The simulator will enable year-round training during months when deicing trucks are in maintenance, saving the Air Force 1,000 gallons of deicing fluid annually and reducing aircraft mishap risk by ensuring technicians are fully certified before operating live equipment.

RE-SOLICITATION

OFFUTT AFB 95th Deicer Simulator 55 CONS/PKB – FA4600

106 PEACEKEEPER LN, STE 2N3, OFFUTT AFB, NE 68113

27 August 2026

Product/Service Code:               6910

NAICS Code:                           611430

Place of Performance:               Offutt AFB, Nebraska

Proposed Set-Aside:                 100% Total Small Business Set-Aside

DESCRIPTION

The 95th is in need of an accurate de-icing simulator in order to maintain up to date training od deicing operations during the warmer half of the year. The De-icer trucks are turned into vehicle maintenance during the spring and summer months making it virtually impossible to stay proficient on the equipment. Additionally, training on live equipment is expensive and a waste POL resources. Once fielded, this vital asset will save the Air Force 1,000 gallons of de-icing fluid annually and significantly reduce aircraft mishap risks by ensuring our technicians are fully certified on equipment controls before operating around live assets.

The customer requires an exact replica deicer simulator of their current operational deicer truck cabs. The current in use deicer trucks are Global Ground Support’s GL-1800 and G-2875ER. In order to procure replica models, this will be awarded on a sole source basis to Global Ground Support which is the only company that has a commercially available simulator that exactly replicates their deicer cabs.6910
