About this file
This is a Statement of Need (SON) for the acquisition of one new Aircraft Deicing Training Simulator, specifically the Global Ground Support "Cab Stand Package," to be delivered to Offutt Air Force Base (DoDAAC: FU4600) within 120 days after receipt of order. The requirement is for a complete, turn-key solution designed to provide safe, cost-effective, year-round training for aircraft deicing operators in a controlled environment, reducing reliance on live aircraft training and minimizing operational disruptions.
The hardware deliverables include an authentic deicer truck operator cab replica with functional seat, steering wheel, pedals, and PQ control joysticks; a high-performance computer system with pre-installed and configured software; a monitor or screen of at least 40 inches with speakers mounted on the cab stand for real-time trainer visibility; keyboard and mouse controls; and a VR headset for high-fidelity training. The software requirements encompass one software license (one-time purchase), a high-performance graphics processing unit, a library of pre-built deicing scenarios for various aircraft and weather conditions, emergency scenario training modules, customizable scenario creation capabilities, and performance monitoring with session recording and playback for after-action review. Training and support obligations include on-site setup and training for system administrators for up to 8 hours and a limited one-year parts-only warranty. The contractor bears full responsibility for delivery and complete installation at the specified location. The Government will provide a suitable facility with adequate space and required electrical power.

Target Location: Offutt Air Force Base (DoDAAC: FU4600)
Expected Delivery: 120 Days After Receipt of Order (ARO)
Document Status: Final Specification
Requirement Title: Aircraft Deicing Training Simulator
1.0 Requirement Title
Aircraft Deicing Training Simulator
2.0 Background
To maintain mission readiness and ensure the safety of personnel and equipment, it is imperative that aircraft deicing operations are conducted efficiently and safely. Realistic training is critical for developing and maintaining the proficiency of deicing operators. The acquisition of a high-fidelity deicing simulator will provide a safe, cost-effective, and controlled environment for year-round training, regardless of weather conditions. This will reduce reliance on live aircraft for training, minimizing operational disruptions and potential for damage.
3.0 Scope of Requirement
The contractor shall provide one (1) new Aircraft Deicing Training Simulator, specifically the Global Ground Support "Cab Stand Package". The system must be a complete, turn-key solution including all necessary hardware, software, and training.
