About this opportunity
The Defense Human Resources Activity is conducting market research through this Sources Sought Notice to identify vendors capable of supporting the Defense Sexual Assault Incident Database (DSAID) Defense Business System. The procurement seeks comprehensive technical support services including system management, maintenance, development, data management, cybersecurity compliance, training, and communications support for this centralized database that collects and reports sexual assault incident information across the Department of Defense. Vendors must demonstrate expertise in secure technology platforms, data security, system enhancements, Authority to Operate (ATO) processes, and customizable commercial-off-the-shelf (COTS) products, with the ability to support cloud migration and agile development methodologies. The government is using NAICS code 541512 (Computer Systems Design Services) with a $30 million size standard for evaluation purposes. Interested parties must submit their responses electronically by 11:00 a.m. Eastern on July 14, 2025, including a cover sheet, market information, capabilities statement, and relevant past experience documentation.
This opportunity does not currently specify a set-aside designation, though the government is exploring potential small business set-aside strategies including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Woman-Owned Small Business categories. The incumbent contractor is identified as ASM Research, LLC, providing context for the competitive landscape. While specific contract values are not disclosed in this pre-solicitation phase, the NAICS size standard of $30 million suggests the potential scope of the procurement opportunity. The proposed contract structure includes a nine-month base period beginning February 8, 2026, followed by four one-year option periods, indicating a potential five-year total performance timeline. The contractor will be required to perform quarterly sprints for bug fixes and enhancements while maintaining DSAID's five core functional capabilities: reporting, data entry, data interface, case management, and business management.
