About this opportunity
The Defense Logistics Agency (DLA) Troop Support Medical Supply Chain is seeking a Medical Gas Electronic Catalog (ECAT) Program contract to support medical gas requirements at Medical Treatment Facilities (MTFs) and Dental Treatment Facilities (DTFs) in the Contiguous United States, Alaska, Hawaii, and Puerto Rico. The primary requirements involve refilling bulk medical gas tanks and providing cylinders filled with various compressed medical gases, including oxygen, carbon dioxide, nitrogen, nitrous oxide, helium, hydrogen, argon, and specialty gas mixtures. Vendors must offer specific medical gas types, purities, and cylinder sizes, with detailed vendor submission and pricing forms requiring comprehensive documentation of capabilities and pricing structures. The solicitation requires vendors to demonstrate ability to support regional medical gas needs, with evaluation criteria focusing on meeting minimum requirements, regional coverage, and pricing competitiveness. Key dates include a proposal submission deadline of January 14, 2025, with vendor questions accepted until August 13, 2024.
The solicitation includes a partial small business set-aside, with the primary vendor role being unrestricted and the backup vendor role reserved for small businesses. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) fixed-price contract with a 5-year base period and a single 2-year option, with an estimated total contract value of approximately $450 million. The procurement will cover 12 defined geographic regions, with the intent to award both a primary and backup vendor contract for each region. Vendors must provide pricing for various cylinder sizes ranging from A/M4 to T/Equivalent, with detailed fee structures including delivery charges, fuel surcharges, and cylinder rental fees. The contract will require vendors to support multiple medical facilities across different states and territories, with specific requirements for cylinder requalification, supply chain continuity, and maintaining appropriate certifications and registrations.
