MEDICAL GAS ELECTRONIC CATALOG (ECAT) PROGRAM
SOLICITATION: SPE2DH-23-R-0002
AMENDMENT 0005
This Amendment hereby incorporates the following:
I. Solicitation pg. 4, Block 8, is hereby deleted and replaced with the following:
Block 8
Offer Due Date/Local Time: The solicitation closing date shall be October 31, 2024, at 3:00 P.M. Eastern Standard Time (EST). The Government reserves the right to have additional open seasons to award any regions not previously awarded under original solicitation issuance. Additional open season would be issued via posting of an amendment on https://www.dibbs.bsm.dla.mil.
II. Solicitation pgs. 37, Section IV. STATEMENT OF WORK, sub-section F.
CONTRACT MINIMUM REQUIREMENTS, paragraph (1.), sub-paragraph (II.), minimum requirement B4, hereby removes Medical Gaseous Oxygen (USP) as a minimum requirement and is revised as follows:
Medical Gas Type (Minimum Requirement B4): Vendors are required to offer medical gases (for existing bulk tank usage), which must include all of the following gases:
Medical Liquid Oxygen (USP) and Medical Liquid Nitrogen (NF).
NOTE: Bulk medical gas pricing shall be priced by cubic ft.
III. Solicitation pgs. 38, Section IV. STATEMENT OF WORK, sub-section F.
CONTRACT MINIMUM REQUIREMENTS, paragraph (1.), sub-paragraph (II.), minimum requirement B5, hereby removes Medical Gaseous Oxygen (USP) from the purity requirements and is revised as follows:
Medical Gas Purity (Minimum Requirement B5): Vendors are required to offer each of the below medical gases (for existing bulk tank usage) at corresponding purities that are equal to or greater than those provided below:
Medical Gas Type Medical
Gas Purity Medical Liquid Oxygen (USP) 99.00% Medical Liquid Nitrogen (NF) 99.00%
IV. Solicitation pg. 49, Section IV. STATEMENT OF WORK, sub-section J. DELIVERY
REQUIREMENTS, paragraph (4.), sub-paragraph (II.), is hereby deleted and replaced with the following (areas updated are in bold red text):
(II.) Government Owned Property
Although it is expected that the vast majority of medical gas cylinder refills will be to vendor provided medical gas cylinders via rental of those cylinders, there may be situations where the vendor is required to refill a Government-owned medical gas cylinder. In situations where Government owned property is required to be refilled by the vendor, the Government (i.e., facility being loaned/rented the cylinder(s)) shall be of the understanding that by doing so they are informally giving up the right to that exact piece of equipment, as the accurate tracking of specific Government owned cylinder(s) is not required. However, vendors that do have the capability to accurately track Government-owned cylinders, may propose to do so, and any costs associated (if any) with tracking and maintaining Governments-owned medical gas cylinders would be captured in the vendors Attachment B submission. In situations where the vendor does not have the capability to track the Government-owned cylinders, for record keeping purposes (on both Government side and vendor side), the Government still owns that cylinder(s), however, it may not be the same exact cylinder as originally provided to the vendor for refill. As such, vendors must also ensure that any Government owned cylinder(s) undergo the same inspection/maintenance as the vendors own cylinders are required to.
Reimbursement for lost or damaged Government-owned cylinders, while in the possession of the contractor, shall be settled in accordance with FAR 52.245-1.
V. Solicitation pg. 57, Section V. SOLICITATION PROVISIONS, sub-section A.
GENERAL INSTRUCTIONS, paragraph (2.), hereby adds Attachment G – Bulk Medical Gas Facility Data, as an attachment to the solicitation and revises the solicitation attachment listing and adds a NOTE 3, which reads as follows (areas updated are in bold red text):
SOLICITATION ATTACHMENTS:
Attachment A – Medical Gas Program Vendor Submission Form (v1) Attachment B – Medical Gas Program Pricing Submission Form (v1) Attachment C – Medical Gas Program Support Matrix (v1) Attachment D – DHA Procedures Manual (PM) for Medical Gases (Number 6040.06;
OCT 2021)
Attachment E – Subcontracting Plan Template 2023 Attachment F – Medical Gas Program ECAT Loader Attachment G – Bulk Medical Gas Facility Data
NOTE 3: Attachment G – Bulk Medical Gas Facility Data does not provide comprehensive data in relation to bulk medical gas usages, delivery frequency, tank sizes, etc. Therefore, the information provided within this spreadsheet should be treated as supplemental information for a limited number of facilities. This information may be useful to vendors when establishing their bulk medical gas pricing within their Attachment B submission.
VI. Solicitation pg. 61, Section V. SOLICITATION PROVISIONS, sub-section C.
TECHNICAL PROPOSAL SUBMISSION INSTRUCTIONS, paragraph (2.), sub-paragraph (II.), hereby adds the following support plan element:
(e.) As it relates specifically to medical gas cylinder support, vendors that are capable of tracking Government-owned medical gas cylinders shall be assessed as a strength in the evaluation. This includes ensuring that any Government owned cylinder(s) undergo the same inspection and maintenance as the vendors own cylinders are required to.
VII. Solicitation pg. 61, Section V. SOLICITATION PROVISIONS, sub-section C.
TECHNICAL PROPOSAL SUBMISSION INSTRUCTIONS, paragraph (2.), sub-paragraph (II.), hereby revises the last paragraph contained under paragraph (II.) to the following (areas updated are in bold red text):
Proposed support plans shall be detailed and clearly demonstrate the ability of the vendor to support a particular region(s), via its vast available resources and/or networks, and in accordance with the SOW. Additionally, proposed support plans demonstrating the vendors ability to effectively maintain normal support and handle increased support requirements (both in quantity and delivery rate) during unforeseen situations, including emergency situations, in addition to more favorable lead times, (including emergency order lead times), cylinder tracking capability, and strategic ideas or best practices in place to effectively ensure continuity of supply and overall support is maintained throughout the life of any resultant contract, shall be assigned a strength in the evaluation.
VIII. Solicitation pg. 63, Section V. SOLICITATION PROVISIONS, sub-section D.
BUSINESS PROPOSAL SUBMISSION INSTRUCTIONS, paragraph (1.), hereby revises NOTE 3 (previously incorporated via Amendment 0003) and states the following (areas updated are in bold red text):
NOTE 3: Although medical gas support is broken out by region, pricing shall be established by each individual state within a particular region for medical gas cylinders and by each individual facility location for bulk medical gases. This means that vendors will provide fixed pricing at a “state” level for medical gas cylinders, which shall apply to any/all individual facilities located within the specified state, as outlined in Attachment B, with the exception of the cylinder rental, purchase, and loss of use charges, which shall be provided pricing at the regional level. Furthermore, vendors will provide fixed pricing at a “facility” level for bulk medical gases, which shall apply to the specified individual facility, as outlined in Attachment B, with the exception of the bulk tank rental charges, which shall be provided pricing at the regional level. Vendors must complete all fields for each line item number in Attachment B, even if pricing is the same throughout all states/facilities within a particular region.
The “state” and “facility” level structure described above only applies to pricing.
Therefore, any vendor submitting a proposal must still be able to provide support, at a minimum, to all the specified individual Government facilities under a particular region.
IX. Solicitation pgs. 64-65, Section V. SOLICITATION PROVISIONS, sub-section D.
BUSINESS PROPOSAL SUBMISSION INSTRUCTIONS, paragraph (1.), sub-paragraph (II.), is hereby deleted and replaced with the following (areas updated are in bold red text):
