About this opportunity
The U.S. Army Corps of Engineers - New England District is seeking contractors to decommission fuel storage tanks at two New Hampshire locations: one underground storage tank (UST) and associated plumbing at Surry Mountain Lake, and one aboveground storage tank (AST) and associated plumbing at Otter Brook Lake in Keene and Surry. The scope of work includes furnishing all labor, materials, and equipment necessary for tank decommissioning, cleaning, soil testing, and proper disposal of contaminated fuel oil and materials in accordance with New Hampshire Underground Storage Tank regulations. Contractors must provide separate submittals for each project site to address unique site conditions, supply their own electricity for operations, and complete laboratory soil sample analysis per state requirements. The solicitation was initially issued on August 26, 2025, with the submission deadline extended twice through amendments, ultimately establishing a final due date of September 15, 2025, at 2:00 PM Eastern. All vendors must maintain active SAM.gov registration at the time of submission to be considered responsive.
This procurement is designated as a total small business set-aside under NAICS code 562910 (Remediation Services) with a size standard of $25 million, though one amendment references it as a Women-Owned Small Business (WOSB) set-aside. The contract structure is firm fixed price with two line items corresponding to the two tank decommissioning locations, and the performance period is 180 calendar days with work restricted to Monday through Friday from 7:00 AM to 3:30 PM. Work will be performed at the specified locations in Keene and Surry, New Hampshire, involving the removal and disposal of one 1,000-gallon underground storage tank and one aboveground storage tank along with their associated piping systems. The solicitation materials include detailed technical drawings, photographs, and site documentation showing octagonal building floor plans, fuel piping details, tank layouts, and monitoring systems at both facilities. No incumbent contractors or specific award values are mentioned in the available documentation.
