About this opportunity
The U.S. Department of Agriculture Forest Service is seeking qualified contractors to brush 32 miles of the Dead Horse Run Motorized Trail and associated trails within the Chequamegon-Nicolet National Forest's Great Divide Ranger District in Wisconsin. The work encompasses cutting brush and stubs to a maximum of 10 inches off the ground, cutting stumps flush with the ground, limbing larger diameter trees within a 14-foot cleared corridor, and maintaining debris-free trail tread to bring the trails to standard for OHV and snowmobile use. Contractors must furnish all labor, equipment, and supplies while adhering to specific operational constraints, including avoiding oak tree pruning prior to July 15 to prevent oak wilt and limiting work to Monday-Thursday only. The evaluation will be based on three factors: technical capability, past performance and experience, and cost/price, with cost weighted more heavily than technical and past performance factors combined. The deadline for proposal submission is April 27, 2026, at 5:00 PM Eastern Time, and offers must be valid for 90 days from submission.
This solicitation is designated as a Total Small Business Set-Aside under NAICS code 115310 (Forestry Services), with a small business size standard of $11.5 million. No incumbent contractor or award value is specified in the documentation. The contract period of performance runs from May 1, 2026, through August 31, 2026, with the work distributed across multiple trail segments including approximately 28 miles north of Highway 77, 2 miles between Forest Road 335 and the West Torch River, 1.5 miles for the Grassy Trail Head Connector, and less than 0.5 miles for the Grassy Trail Head. Performance will take place in Hayward, Wisconsin 54843, and the Government anticipates making one firm-fixed-price award. Contractors must comply with Service Contract Labor Standards wage requirements and maintain an active System for Award Management registration.
