Work may begin after spring thaw conditions allow (typically May 1) and must be completed by August 31, 2026. Work is limited to Monday–Thursday with no brushing on Fridays or holidays unless authorized. The contractor must coordinate with the Contracting Officer Representative (COR) regarding warning signs, notify the COR when areas are completed for inspection, and take prompt corrective action for any deficiencies. Evaluation criteria include experience, past performance, and lowest price of a technically acceptable proposal.

Statement of Work
Project Great Divide Ranger District-Dead Horse Run Motorized Trail Brushing Contract Job Code: 0913 CMXNH726 Chequamegon-Nicolet National Forest, Great Divide Ranger District Ashland County, Wisconsin
General Information Scope of Work It is the intent of this contract to brush trails to standard for OHV and snowmobile use.
Work consists of brushing 32 miles (1 mile equals two sides of trail) of the Dead Horse Run Motorized Trail, the Grassy Trailhead Connector, and the Grassy Trail Head on the Great Divide Ranger District in Ashland County, Wisconsin. All entrances within the Grassy Trail Head will be brushed, including the entire perimeter of the trail head itself to allow for a riding lawnmower to pass without hitting branches. Please refer to the attached maps for specific locations to be brushed. Areas to be brushed may be changed due to weather or other factors such as natural disasters. All changes will be in mutual agreement between USFS and contractor.
Brush and stubs will be left no taller than 10 inches off ground and stumps will be cut flush with the ground. Trail tread will be left open and free from debris. This work includes the limbing of larger diameter trees facing trail within 14 feet cleared corridor. If the trail corridor is already 14 feet wide, or wider, shoulders are to be brushed 18” – 24” wide, and up to 8 feet high (see “After” picture below for clearing specs). Reference FSH 2309.18.

Contractor Requirements Technical Requirements / Tasks
Furnished Equipment Contractor is required to furnish all labor, equipment, and supplies necessary to accomplish the work.
Responsibilities o Any repairs to large ruts, holes, or otherwise unwanted damage to trail tread (spills, oil leaks, rutting).
o Have required safety equipment (spark arrestors, canopy, and fire extinguisher).
o Equipment must be in good operating condition and contractor will assume all costs of maintenance and operation of equipment furnished by contractor.
o Due to higher prevalence of invasive weeds along trail corridors, equipment should be free of seeds, soil, vegetative matter, and other debris that could contain or hold seeds at the beginning of initial operations, before equipment is brought onto the National Forest. Equipment may need to be cleaned prior to being moved from one trail segment to another to prevent the spread of invasive weeds. USFS will communicate and coordinate with contractor if cleaning of equipment is necessary.
o To prevent the spread of oak wilt, it is requested that if brushing is done prior to July 15, that oak trees are not pruned or cut. Brushing and/or mowing oak saplings that are smaller than 3-inch diameter is acceptable if the entire tree is cut. Any damage to larger oak trees (wounded from mower deck or broken limb on tree) shall be reported to the Contracting Officer Representative (COR) and painted to cover the wound at the time of the wounding.
Deliverables / Schedule
Schedule Work may begin as conditions allow after spring thaw to prevent rutting and damage to the trail and is to be completed by August 31, 2026. Conditions typically allow work to begin May 1.
Deliverables
• Contractor is required to coordinate with the COR about posting appropriate warning signs on the trail while work is being conducted. Work is to be conducted Monday-Thursday with no brushing on Fridays or holidays due to increased use from public, unless authorized by COR or field project coordinator.
• Inspections of work may be conducted at any time after the start of work. The COR will provide the contractor with routine feedback on the work being done so the contractor will have sufficient time to take any corrective actions. The contractor shall take prompt corrective action for any deficiencies or deviations that may occur under this contract.
• The Contractor shall notify the COR or field project coordinator when areas are completed and ready for final inspection. Upon notification, a mutually agreed date for inspection will be arranged.
