About this opportunity
The Defense Counterintelligence and Security Agency is soliciting quotes for up to 300,000 nationwide electronic fingerprint data deliverables supporting the Trusted Workforce 2.0 Rap Back enrollment program, with quotes due July 13, 2026 at 9:00 AM Eastern Time. This is an unrestricted full and open competition using Lowest Price Technically Acceptable (LPTA) evaluation with no tradeoffs.
Place of performance is Boyers, Pennsylvania 16020. The procurement requires a pre-existing, fully operational nationwide network of physical biometric capture stations with significant presence within 50 miles of major metropolitan areas across all primary U.S. regions, and active integration with the DoD Secure Web Fingerprint Transmission (SWFT) gateway. All LiveScan or CardScan hardware and software must be officially listed on the FBI Certified Products List. Deliverables must be formatted as standard .EFT files or .SUB fallback files fully compliant with FBI Electronic Biometric Transmission Specification, containing complete Type-4 fingerprint images (10 rolled impressions, bilateral four-finger flats, and thumbs). Transmission requires FIPS-compliant encryption, device registration and approval by the SWFT Registration Authority, and DoD-approved Public Key Infrastructure certificates. The contractor must demonstrate capability to generate, track, and distribute electronic payment bypass codes at no out-of-pocket cost and scalable capacity to process and transmit 43,000 or more files daily. All personnel handling personally identifiable information must be verified U.S. Citizens. The contract is firm fixed-price with payment strictly tied to successfully accepted deliverables; defective files must be replaced at no cost. Period of performance runs from award through September 29, 2026. Technical acceptability is evaluated on a Pass/Fail basis across three subfactors: technical formatting and hardware certification, secure transmission and authentication, and turnkey footprint and voucher capabilities. Failure on any subfactor results in disqualification. Quotes must be submitted via email to Ivo Nkede (ivo.n.nkede.civ@mail.mil) or Heather Bushouse (heather.m.bushouse.civ@mail.mil) in two volumes: a maximum 5-page Technical Capability Statement and a completed pricing workbook with firm-fixed unit price.
