About this file
This document contains the evaluation criteria and submission instructions for a DCSA Biometric Services solicitation for commercial fingerprinting products and services. The Government intends to award a single Firm-Fixed-Price delivery order to the lowest-priced, technically acceptable offeror using a Lowest Price Technically Acceptable (LPTA) evaluation methodology with no tradeoffs permitted.
Technical acceptability is evaluated on a Pass/Fail basis across three subfactors: (1) Technical Formatting & Hardware Certification—offerors must demonstrate capability to generate and deliver biometric data in standard .EFT files (or .SUB fallback) compliant with FBI Electronic Biometric Transmission Specification and verify all capture hardware/software is listed on the FBI Certified Products List with ability to capture complete Type-4 fingerprint images; (2) Secure Transmission, Authentication & Device Registration—offerors must demonstrate existing active integration with the DoD Secure Web Fingerprint Transmission (SWFT) gateway, Device Registration capability, FIPS-compliant encryption over secure VPN, and DoD-approved PKI certificate authentication on medium security hardware tokens; and (3) Turnkey Footprint & Voucher Capabilities—offerors must demonstrate a pre-existing, fully operational nationwide network of physical biometric capture stations with significant presence within 50-mile radius of major metropolitan areas across all primary U.S. regions, scalable capacity to process and transmit 43,000 or more files daily to the FTS repository, and technical capability to generate, track, and distribute electronic payment bypass codes (vouchers) allowing DCSA-sponsored NISP personnel to access fingerprinting services at zero out-of-pocket cost from award date through September 29, 2026. A failure rating on any single subfactor results in overall technical unacceptability and disqualification from award consideration.
Price evaluation uses a Total Evaluated Price (TEP) calculated by multiplying the unit price for CLIN 0001 by the Government's estimated ceiling quantity of 300,000 units. Offerors must submit quotes electronically by 3:00pm local time (Quantico, Virginia) on July 10, 2026, divided into two volumes: Volume I—a maximum 5-page PDF Technical Capability Statement addressing the three subfactors with no pricing information, and Volume II—a completed pricing workbook with a single Firm-Fixed Unit Price with no more than two decimal places. The pricing is structured as Firm-Fixed Unit Price with payment only for deliverables successfully transmitted to and accepted by the DCSA FTS by 11:59pm on September 29, 2026; the 300,000 quantity estimate is for evaluation purposes only and does not guarantee a minimum order, and unused voucher codes expiring without successful transmission are billed at $0.00.

DCSA Biometric Services | Evaluation & Instructions
Section M: Evaluation—Commercial Products
1.1 Basis for Award
The Government intends to award a single Firm-Fixed-Price (FFP) delivery order to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA) solution. Quotes will be evaluated strictly on a "Pass/Fail" basis for technical acceptability. Tradeoffs will not be permitted.
1.2 Evaluation Factors
The Government will evaluate quotes based on two primary factors:
• Factor 1: Technical Acceptability
• Factor 2: Price
1.3 Factor 1: Technical Acceptability (Pass/Fail)
To be rated as Technically Acceptable, the offeror must submit a Technical Capability Statement (maximum 5 pages) that clearly and affirmatively demonstrates compliance with the following three subfactors:
Subfactor A: Technical Formatting & Hardware Certification (Req. Spec Sec. 3.1 - 3.3) The offeror must demonstrate the capability to generate and deliver biometric data formatted as standard ".EFT" files (or ".SUB" fallback files) in full compliance with the FBI Electronic Biometric Transmission Specification (EBTS).
The offeror must verify that all capture hardware/software is listed on the FBI Certified Products List (CPL) and is capable of capturing a complete set of Type-4 fingerprint images (10 rolled impressions and Left/Right flat and thumb impressions).
Subfactor B: Secure Transmission, Authentication & Device Registration (Req. Spec Sec. 3.4 - 3.5) The offeror must demonstrate an existing, active integration with the DoD Secure Web Fingerprint Transmission (SWFT) gateway. The offeror must prove their system's capability to perform Device Registration with the SWFT Registration Authority, utilize FIPS-compliant encryption over secure VPN tunnels, and authenticate using DoD-approved PKI certificates on medium security hardware tokens (e.g., CAC, PIV, PIV-I, or ECA).
Subfactor C: Turnkey Footprint & Voucher Capabilities (Req. Spec Sec. 2) The offeror must demonstrate a pre-existing, fully operational nationwide network of physical biometric capture stations capable of immediate, "Day-One" operations to support NISP personnel. To be considered "nationwide," the offeror's network must demonstrate a significant physical presence, with collection sites located within a reasonable commuting distance (e.g., a 50-mile radius) of major metropolitan areas across all primary U.S. regions.
The offeror must confirm the scalable capacity to process and securely transmit 43,000 or more files per day to the FTS repository. The offeror must also demonstrate the technical capability to generate, track, and distribute electronic payment bypass codes (vouchers/coupon codes) to allow DCSA-sponsored NISP personnel to schedule and execute (from date of award through September 29, 2026) fingerprinting services at $0.00 out-of-pocket cost.
Rating Methodology: A rating of "Fail" on any single subfactor will result in an overall "Unacceptable" rating for Factor 1, and the quote will not be considered for award.
1.4 Factor 2: Price
Total Evaluated Price (TEP): The TEP will be calculated using the Completed Pricing Workbook (B04 Price Workbook.xlsx). The TEP is calculated by multiplying the unit price proposed for CLIN 0001 by the Government's estimated ceiling quantity of 300,000 units.
The Government will rank all Technically Acceptable quotes by TEP from lowest to highest. Award will be made to the lowest-priced, Technically Acceptable offeror.
Section L: Instructions to Offerors
2.1 Submission Requirements
Offerors shall submit their quotes electronically via email to the Contracting Officer and Contract Specialist at the addresses listed in the solicitation. Hard copy submissions will not be accepted. Quotes must be received no later than 3:00pm local time (Quantico, Virginia) on July 10, 2026.
2.2 Proposal Structure
Quotes must be divided into two separate and distinct volumes as detailed below:
