The existing system comprises 144 Deka Unigy II 4V 2000 AH VRLA batteries installed in 2012 with a 10-year design life, now non-operational. The contractor must provide like-for-like replacement using East Penn Deka Unigy II AVR125-33 batteries (144 units), replace two Eagle-Eye MIS-500 Modular Inverter Systems (44 amp load), and integrate remote monitoring with the Network Enterprise Center. The firm-fixed-price contract covers one CLIN for all removal, installation, testing, commissioning, and hazardous disposal. Site access requires all-terrain vehicles and government escorts; the contractor must arrive fully equipped with specialized tools and hazardous material handling equipment. Offerors must submit three volumes: price proposal, technical narrative addressing the Performance Work Statement, and a 72-hour phase-in plan. Award will be made to the lowest evaluated price among technically acceptable proposals, weighted on price reasonableness, realism, completeness, and demonstrated ability to mobilize and perform promptly. The contractor must designate a Project Manager with five years' comparable experience within five calendar days of contract start and Quality Control Inspectors with two years' documented experience. Service Contract Act wage determination applies (Wage Determination 2015-5455, Revision 32, effective August 22, 2026). All offerors must be registered in SAM.gov. Quotations should be emailed to SSG Hasan Williams (hasan.j.williams.mil@army.mil) or SSG Susette Lujardo Lahera (susette.lujardolahera.mil@army.mil).
