About this file

This is a Questions and Answers (Q&A) document addressing contractor inquiries regarding a battery replacement and testing project at Fort Bliss, specifically for Building 30430's Land Mobile Radio (LMR) System.

The project requires replacement of 144 Deka Unigy II 4V 2000AH VRLA batteries, with labor, testing, and commissioning included. The system specifications are -48VDC, 2000AH with a minimum 4-hour backup runtime, and the Government mandates "like for like" replacement of the existing VRLA chemistry using the East Penn Keda Unigy II AVR125-33 model. The scope also includes replacement of two Eagle-Eye MIS-500 Modular Inverter Systems rated at 44amp load. The battery plant was originally installed in 2012 with a 10-year design life. This is a new contract with no incumbent contractor. The project requires 4 to 8 hours of battery autonomy with reserve capacity calculated for full autonomy time and no future load growth allowance. The contractor must dispose of all removed materials properly with battery recycling permitted and credited against contract cost.

Site access is restricted to remote, rough terrain requiring off-road vehicles, with on-site operating hours limited to 0900-1500 daily to accommodate travel. The Government will provide escorts and guides but labor teams must be self-sufficient with no amenities available on-site. No temporary power is required as the system has been offline pending replacement. Comprehensive testing and commissioning are mandatory, including pre-installation receipt inspection, connection torque verification, micro-ohm inter-cell resistance testing (≤5-10 micro-ohms acceptance criteria), voltage measurements, initial equalization charging to 100% state of charge, and a constant current discharge test at the 8-hour rate. All batteries must have manufacture dates within 3 months of each other.

1) Are you able to provide the make, model and count of batteries for consideration?

144 Batteries each, Deka Unigy II, 4V 2000AH

2) Are you requesting pricing for the replacement batteries or simply the labor and testing?

Replacement, Labor and Testing. This site is a crucial part of the Fort Bliss LMR

System, and the testing is needed to ensure once labor is completed the facility is fully mission capable and restored on-line for operation.

3) Site Visit / Walkthrough: Is there an organized site visit?

A site visit can be coordinated; requirement is to have off road vehicles as the site is remote with rough terrain and as soon as possible.

4) Existing System Specifications & Battery Plant Requirements:

a. Could the Government provide the system voltage (e.g., -48V DC), desired amp-hour (Ah) capacity, or required backup runtime hours for the replacement battery plant?

-48VDC, 2000AH as per product specification, Minimum 4hr Backup rt

b. Are there specific battery chemistry preferences (e.g., VRLA/AGM vs.

Lithium Iron Phosphate / LiFePO4) or manufacturer model standards required for this facility?

Replacement of current VRLA, Like for Like

c. What are the physical rack dimensions and space limitations inside Building 30430?

Unknown at time of this request

5) Tobyhanna Army Depot Deficiency Report: Is the documented electrical infrastructure deficiency report/assessment previously conducted by Tobyhanna Army Depot available for review by prospective offerors?

Tobyhanna recommendation for a like for like replacement of batteries and inverters.

6) Continuous Operations & Temporary Power: Since the Land Mobile Radio (LMR) system requires continuous, uninterrupted power during performance, will the contractor be required to supply temporary bypass/mobile generator power during the cutover, or will the Government provide secondary power support?

No temporary power is required: system has been offline pending battery replacement.

7) Local Escort / Route Logistics: The PWS notes that a local guide or individual familiar with the route is required. Will the Government provide an escort/guide from Fort Bliss to navigate the ATV trail to Building 30430, or is the contractor expected to procure a local guide?

Escorts / Guides provided during the period required to complete scope of work.

As a precursor- no amenities food, latrines, water, or otherwise is available; labor team must be self-sufficient.

8) We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

New contract

If not brand new, could you please provide the current / previous contract number?

N/A

9) Please provide any available one-line diagrams, as-builts, equipment schedules, or previous system assessments referenced in the PWS.

The plant was installed in 2012 with a 10-year design life.

10) Please confirm the exact existing battery model, number of batteries per bank, bank voltage/configuration, and whether an approved equivalent battery is acceptable.

(East Penn) Keda Unigy II AVR125-33 VRLA

11) Please confirm whether replacement of the Eagle-Eye MIS-500 inverter system is included in the required scope. If so, please provide quantity, model/configuration, voltage, and capacity information.

Eagle-Eye MIS-500 Modular Inverter System / 44amp load. 2-each

12) Please confirm the required battery autonomy/run time, reserve capacity, and future-load allowance to be used for system sizing.

4 to 8 hours autonomy is the standard target

Reserve capacity should be the required load for the full autonomy time

No future growth margin for load allowance

13) Please provide available information regarding the existing solar system, connected loads, chargers/controllers, and DC system voltage.

No DATA is available to provide

14) Please clarify the required remote-monitoring interface, communication protocol, alarm points, and any Government-furnished network connection.

They are sub-systems maintained by Army (Fort Bliss Network Enterprise Center) that provide the physical and logical interfaces for the LMR systems operation.

15) Please confirm whether the contractor must provide temporary DC power to maintain uninterrupted operations during replacement and, if so, provide the required voltage/load.

No temporary power is required: system has been offline pending battery replacement.

16) Please provide information regarding site access, permitted work hours, equipment/material handling restrictions, Government escort requirements, and whether materials may be staged onsite.

Site access by escort/guide

On-Site operating hours 0900-1500, this allows for travel time to and from site during allowed operating hours daily.

Highly encourage all material to be staged on site

17) Please clarify disposal requirements for the removed batteries, racks, cabling, and associated equipment, including required manifests and whether battery recycling is acceptable.

Any and all material brought to site, replaced, removed and/or un-used to complete scope of work must be disposed of properly prior to or final workday.

Battery Recycling is permitted with credit to contract if any.

18) Please confirm the required battery testing/commissioning standard and acceptance criteria.

Pre-Installation / Receipt Inspection

Verify all batteries have the same manufacture date (within 3 months recommended).

Check for no physical damage, no leaks, and proper voltage on each module.

Record batch/serial numbers.

Installation & Pre-Commissioning Tests (Mandatory)

Connection Torque verification on all inter-cell and inter-module connections.

Inter-cell Connection Resistance (Micro-Ohm test):

Measure and record resistance across every connection.

Acceptance: Typically, ≤ 5–10 micro-ohms per connection (or within 10–20% of average/lowest reading).

String Open Circuit Voltage measurement (all strings within 0.5% of each other).

Float Voltage setting verification: 2.25 VPC ± 0.01 V (temperature compensated).

Initial Charge / Equalize (Very Important for VRLA)

Perform a full recharge per Deka instructions (usually 2.35–2.40 VPC for limited time).

Battery must reach 100% State of Charge before any acceptance discharge test.

Capacity Acceptance Test (Discharge Test)

Perform a Constant Current Discharge Test at the 8-hour rate

19) The PWS references Project Manager/QC experience related to furnishings and movers. Please confirm whether these requirements apply to this battery replacement project or if electrical/battery-system experience is intended.

Battery replacement that meets the acceptance criteria.
