About this opportunity

The U.S. Department of Justice Federal Bureau of Prisons Federal Detention Center SeaTac is procuring dairy products including 155,000 half-pint containers of nonfat milk, 500 pounds of cottage cheese, and 500 pounds of sour cream for weekly deliveries. The solicitation seeks a firm-fixed price contract for the three-month period from October 1, 2025, through December 31, 2025, with weekly deliveries scheduled between 7:00 AM and 1:00 PM PST on mutually agreed weekdays. Contractors must ensure all dairy products are delivered at temperatures between 34-40 degrees Fahrenheit and comply with strict Bureau of Prisons Menu Specifications. Awards will be evaluated based on three primary factors: price reasonableness and fairness, past performance including prior experience and CPARS information, and technical considerations regarding product brand and manufacturer. The deadline for submitting quotes via PDF email to SET-Contracting-S@bop.gov is September 12, 2025, at 2:00 PM Pacific Time, with no written solicitation to follow this combined synopsis announcement.

This procurement is designated as a total small business set-aside under NAICS code 311511 (Fluid Milk Manufacturing) with a size standard of 700 employees, and no incumbent contractor information is provided in the solicitation materials. The contract offers no guaranteed minimum or maximum quantities beyond the estimated totals specified for each dairy product line item, and no specific budget range or award value is disclosed in the documentation. Performance will occur at the Federal Detention Center located at 2425 South 200th Street in SeaTac, Washington 98198, with deliveries requiring contractor assistance in unloading and proper palletization. The solicitation emphasizes that contractor performance will be closely monitored and evaluated, as poor performance in meeting delivery schedules or product specifications may negatively impact future contracting opportunities with the Bureau of Prisons. Payment will be processed exclusively through electronic funds transfer, and small business vendors must self-certify their status on invoices submitted to SET-AccountsPayable-S@bop.gov.
