About this file

The document is an Evaluation Factors and Award Information attachment for a Dairy procurement solicitation by the U.S. Department of Justice Federal Bureau of Prisons Federal Detention Center (FDC) SeaTac. The solicitation (Number 15B61125Q00000020) is a small business set-aside for various dairy items, with a contract period from October 1, 2025, to December 31, 2025, for weekly deliveries between 7:00 A.M. and 1:00 P.M. PST.

Award will be determined by evaluating three primary factors: price (ensuring fairness and reasonableness), past performance (including prior experience and CPARS information), and technical considerations (product brand/manufacturer). Quotes must be submitted via PDF email to SET-Contracting-S@bop.gov, with specific non-responsiveness conditions including lack of D-U-N-S number, invalid SAM registration, non-compliance with menu specifications, and incomplete pricing information. The solicitation anticipates a single firm-fixed price contract with no guaranteed minimum or maximum quantities, with delivery terms of F.O.B. destination.
