About this opportunity
The Department of Veterans Affairs Network Contracting Office 22 issued a Notice of Intent to Sole Source on August 17, 2026, and will award a firm fixed-price contract to Fidelis Sustainability Distribution, LLC for upgrade and expansion of the Wandering Patient Alarm System at the New Mexico VA Healthcare System in Albuquerque, NM; responses are due by August 27, 2026. This is not a request for competitive proposals. The requirement is authorized under 31 USC 3304(a)(5) and 38 U.S. Code 8127(c) with a VAAR 819.7008 deviation, justified as Authorized or Required by Statute.
The scope includes replacement of the existing RF Technologies Safe Place Model 9450 server with upgraded enterprise hardware, installation of updated facility maps, programming and installation of new wander management devices, reprogramming of 91 existing devices into the new system, and staff training for up to 225 personnel. Market research identified 201 small businesses under NAICS code 541990 (47 SDVOSBs), but determined Fidelis Sustainability Distribution, LLC as the sole authorized reseller of RF Technologies capable of fulfilling the requirement. The contracting officer evaluated the proposed cost as fair and reasonable by comparison with a prior RF Technologies contract from June 2019.
All responses must be emailed to Edgar Alvizar, Contract Specialist, at Edgar.Alvizar@va.gov; telephonic inquiries are not accepted. NAICS code is 541990 with a $19.5 million size standard; PSC is DA01. The Government retains sole discretion to determine whether to open the requirement to competition.
