About this file
This is a Justification and Approval (J&A) document for a Service Disabled Veteran Owned Small Business (SDVOSB) sole source contract award. The Department of Veterans Affairs, VISN 22, Network Contracting Office 22 (NCO 22) located in Long Beach, California is seeking to award a firm-fixed-price contract to Fidelis Sustainability Distribution, LLC for upgrade and expansion services of an Adult Wander Management System at VA New Mexico Healthcare System in Albuquerque. The project scope includes replacement of the current server with upgraded hardware (v10 to Enterprise software), installation of updated facility maps, programming of 4 existing devices and installation of 3 new units, reprogramming of 91 existing devices into the new system, and training for up to 225 staff members. The Safe Place Model 9450 Wander Management System, developed by RF Technologies, is a comprehensive patient security solution that monitors vulnerable patients and automatically triggers security protocols at restricted exits.
The contracting officer has determined the proposed cost to be fair and reasonable based on comparison with a previous RF Technologies contract awarded in June 2019. Market research conducted under VAAR 810.001-70 identified 201 small businesses under NAICS code 541990, with 47 being SDVOSBs; however, Fidelis Sustainability Distribution, LLC is identified as the only authorized reseller of RF Technologies capable of fulfilling the requirement. The sole source award is authorized under 41 USC §3304(a)(5) and 38 U.S.C. § 8127(c), implemented through VAAR 819.7008, with approval authority up to $5,000,000. The acquisition plan action ID is 36C262-26-AP-7452, and the purchase request transaction number is 501-26-3-119-0245. The document has been certified by the Program Specialist Supervisor and Contracting Officer.
