About this opportunity
The U.S. Coast Guard is seeking a commercial lodging services contract for District 13 Reservist accommodations, targeting temporary berthing for inactive duty training personnel across multiple locations in Washington and Oregon. The solicitation is a Request for Quotation (RFQ) under Solicitation Number 70Z08425QDL940011, requesting written quotes for lodging services with a firm fixed-price contract type. Potential vendors must submit their quotes via email to Contract Specialist Chris Columbres and Contracting Officer Jonny Ochoa by May 9, 2025, at 09:00 AM Pacific Time, with all questions due no later than May 7, 2025, at 09:00 AM Pacific Time. Evaluation will be conducted according to FAR Provision 52.212-2, with offerors required to include a completed FAR Provision 52.212-3 Offeror Representations and Certifications form. Vendors must confirm compliance with the attached Statement of Work and demonstrate ability to meet detailed lodging requirements for Coast Guard Reserve personnel.
The contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 721110, with a base year from June 1, 2025, to May 31, 2026, and four potential one-year option periods. The lodging requirements cover approximately 148 room nights monthly across eight specific locations, including Seattle (60 nights/month), Portland (32 nights/month), Ilwaco (12 nights/month), Newport (12 nights/month), Bellingham (10 nights/month), Astoria (10 nights/month), Port Angeles (6 nights/month), and North Bend (6 nights/month). Lodging facilities must be within 5-10 miles of Coast Guard units, adhere to GSA per diem rates, provide separate berthing for ranks and genders, and meet specific quality standards such as internal hallways and 24-hour front desk service. The total estimated contract value is not explicitly stated, but the solicitation suggests a potential five-year performance period with consistent monthly lodging needs for reservists conducting inactive duty training.
