About this opportunity
The National Park Service Southeast Region is soliciting quotes for comprehensive cyclic maintenance of the Motor Vessel Fort Jefferson, a 110-foot supply ship serving Dry Tortugas National Park. The maintenance work includes dry-docking, hull inspection, antifoulant paint removal and reapplication, fuel tank inspection and repair, shaft and seal area assessment, and replacement of the vessel's crane with a new 3-ton telescoping marine crane with 25-foot reach. Contractors must demonstrate capability to perform all required services within the specified timeframe and provide all necessary labor, materials, equipment, and safety protocols. The government will evaluate proposals based on pricing, ability to perform services, completion time, and past performance to determine the best value award. The original solicitation required quotes by June 19, 2025, but Amendment 0002 extended the deadline to June 23, 2025 at 11:00 AM ET, with a mandatory site visit having occurred on June 6, 2025 in Key West, Florida.
This opportunity is designated as a total small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The contract period of performance runs from November 3, 2025 to December 18, 2025, providing a 45-day window for completion of all maintenance activities. The Motor Vessel Fort Jefferson is a 200 gross ton vessel built in 2002 by SwiftShips, Inc., measuring 103.2 feet in length with a 23.8-foot beam and certified to carry 30 passengers. Key technical specifications include 6,000+ gallon fuel capacity, 3.5-inch stainless steel propulsion shafts, and specific maintenance requirements such as limiting onboard fuel to 1,000 gallons during maintenance operations. The work will be performed at a shipyard facility, with the contractor required to provide weekly progress reports and final quality assurance documentation upon completion.
