About this opportunity

The 375th Contracting Squadron at Scott Air Force Base seeks design, fabrication, delivery, and installation of a custom multi-dimensional illuminated command shield sign system at Scott AFB, Illinois, with quotes due July 12, 2026 and questions due July 8. This procurement is 100% set-aside for small businesses under NAICS code 339999 (All Other Miscellaneous Manufacturing), with a 500-employee size standard.

Place of performance is South Drive, Scott Air Force Base, Illinois. Work comprises three phases: Phase I includes site survey and design consultation with 3D renderings; Phase II covers fabrication of the 3D illuminated dimensional sign system; Phase III includes delivery, wall preparation, mounting, wiring, and final testing. The sign system shall be approximately 7 feet to 7.5 feet tall (8 feet for the shield), 5 to 6 inches projection depth, constructed of multi-layered custom-fabricated aluminum cabinet with 2-inch depth mounted with 1- to 2-inch standoff for halo effect. Illumination shall use high-efficiency, low-voltage internal LED light pods with internally illuminated acrylic globe components and dedicated white LED modules, connected to a single 110V power source with UL-Listed internal transformers and 7-year warranty on LED lights. Work must be completed no later than September 30, 2026, with delivery requested within 90 days after receipt of order and FOB Destination to Scott AFB, Illinois.

All contractor personnel must undergo LEADS background checks, provide contractor-marked identification badges, register vehicles with the 375th Security Forces Squadron, and complete Level I Antiterrorism Awareness Training within 30 days of requiring access and annually thereafter. Work shall comply with NFPA 70, NFPA 101, and EIA/TIA 568 standards and must be performed during normal working hours (0730–1630 Monday through Friday).

Award will be firm-fixed-price to the lowest-priced technically acceptable offeror. Evaluation will organize quotes by price (lowest to highest) and evaluate the two lowest-priced offerors' technical approaches first; if both are technically acceptable, the lowest price wins. Contractors must submit a comprehensive technical plan limited to one page detailing methodology and timeline, along with standard contractor information including DUNS number, UEI number, CAGE code, business type designation, and proposed payment terms. Quotes must be submitted via email to Lorri Brown at lorri.brown@us.af.mil. Amendment 2, issued July 1, 2026, updated Attachment 6 - Responses to RFIs to the July 1 version; all other terms remain unchanged.
